  • Shorter link from Maidenbower path to Calside/Georgetown

    There is no way to enter or exit Calside from the south west side. The access points are 480 and 800 metres from the start of the Maidenbower path. This adds a considerable amount of time on to a journeys, especially walking. There are several points where the housing scheme roads in Calside could be linked to Craigs Road.

  • Continuation of riverside route from Racecourse to Cop & Dee Path

    Adjacent to existing apartments on Sealand Road near the Cop is a new development currently under construction by Watkins Homes Ltd. Curently there is a barriered-off ramped access to Sealand Road to cross the Canal entrance to the river that leads around the exisiting apartments. This was originally envisaged as part of a continuous shared use riverside route.

    The development of the site offers the opportunity to ensure that shared use access can be maintained, developed and improved along the riverside route that skirts the perimiter of the Racecourse and continues to the River Dee path that leads to Garden City and Queensferry. This could be before residents purchase properties who could well be resistant to a pathway near their new homes.

    Whilst the access to the River Dee from the Shropshire Union Canal presents a barrier to a straightforward continuation of the riverside route to join the River Dee shared use path into Wales, the creation of a small extension around the permiter of the new development under construction would mean that an attractive continuous offroad route could be created with minimal additional works (widening of the existing footway for approximately 100mtrs).

    It would be helpful to gather thoughts and ideas before the developers and Planning and Highways Department of the Local Authority are approached about this opportunity

  • Bromley-by-Bow and Marshgate Lane

    Overview
    We are working with the London Boroughs of Tower Hamlets and Newham and the London Legacy Development Corporation to enhance the transport links and public realm at Bromley-by-Bow and Marshgate Lane. The proposals would make it easier for people to cross both the A12 and Stratford High Street by providing new or upgraded pedestrian and cycle facilities, improving access for vehicles, enabling new bus routings, encouraging more walking and cycling, and connecting local communities and new developments in the surrounding area.

    What are we proposing?
    We would like your views on our initial ideas to change the road layout at Bromley-by-Bow and Marshgate Lane.

    Bromley-by-Bow
    Two signalised junctions on the A12, to the north of Bromley-by-Bow station, would provide access to proposed residential and commercial development to the east of the A12
    Vehicles travelling northbound on the A12 would be able to turn right to access these new developments directly, without having to make a u-turn at Bow roundabout
    A bus-only link across the A12 would connect Bromley-by-Bow and new developments to the east
    Signalised crossings, replacing the existing subway at Three Mill Lane, and improvements to the subway at Bromley-by-Bow station would make crossing the A12 easier and more accessible for pedestrians and cyclists
    The proposals would also give west Bromley-by-Bow better links to the open space around the River Lea, the Lea River Park & Leaway, and the Three Mills historic buildings and park
    A segregated cycle track on the east side of the A12 would help improve access to the local cycle network, including the Lea Valley Towpath and Cycle Superhighway 2

    Marshgate Lane
    A new link road, connecting Marshgate Lane with Sugarhouse Lane and creating a four-arm junction with A118 Stratford High Street, would allow buses, cyclists and pedestrians to cross the Bow Back River via a new bridge, improving access to Pudding Mill Lane station and the Queen Elizabeth Olympic Park

    Enabling future bus changes
    In addition to making the area more accessible for pedestrians and cyclists, the proposals for Bromley-by-Bow and Marshgate Lane would enable the creation of a new bus link. This would run from the west of the A12 at Bromley-by-Bow, through new developments either side of the River Lea, and north to the Queen Elizabeth Olympic Park. Any potential changes to bus routes in the area would be subject to a future and separate consultation.

    Traffic impacts
    Should we decide to take the proposals forward to the next stage of design, we would undertake traffic modelling to understand any potential effects of the changes, and summarises the results as part of a further stage of consultation on detailed proposals.

    Why are we proposing this?
    Bow and the wider area are changing. Local regeneration, growth in housing and the legacy development of the Queen Elizabeth Olympic Park are all expected to contribute to changing demands on the transport network. Our key aims for the area are:

    Making the A12 Blackwall Tunnel Northern Approach easier to cross. People prefer being able to cross streets at their convenience. Fast-moving or heavy traffic can make this difficult
    Supporting growth and local businesses by providing better access to new developments, encouraging more walking and cycling, and connecting communities
    Creating a more liveable place. People are more likely to use our streets when their journey is interesting and stimulating, with attractive views, buildings, planting, and where other people are using the street

    Bow Interchange
    In spring 2015 we consulted on improvements to make it easier for pedestrians to cross Bow Interchange safely and provide a new area of public space. Seven new signalised crossings, including two pedestrian/cycle crossings, were opened in June 2016, improving connectivity between Bow and Stratford.     We have looked at further options to redesign Bow Interchange and remove both the roundabout and flyover, giving pedestrians and cyclists more direct access to facilities. However, we have now deferred development of this scheme until we can identify the significant funding required to take the plans forward.

    The Vision for Bow and the Healthy Streets Approach
    The pedestrian improvements at Bow Interchange were delivered as part of the Vision for Bow: a place which all road users, passing through, find accessible, safe and connected. You can find more information on the Vision for Bow at tfl.gov.uk/roads/bow-vision

    Announced in February 2017, the Healthy Streets Approach incorporates the objectives and principles of the Vision for Bow. We will therefore deliver the proposals at Bromley-by-Bow and Marshgate Lane as part of this approach, which sets out a long-term plan for improving Londoners’ and visitors’ experiences of our streets, helping everyone to be more active and enjoy the health benefits of being on our streets.     Other developments in the Bow area
    The overview map above includes proposals for road layout changes in the Bow area that would be delivered by organisations other than Transport for London. We have included these to show how our proposals fit in to the wider regeneration of the Bow area. These changes are included in the Bromley-by-Bow and Pudding Mill Supplementary Planning Documents, which were consulted on by the London Legacy Development Corporation (LLDC) in winter 2016.   • Crossing the Old Dee Bridge to/from Handbridge

    The river crossing across the River Dee from Chester City Centre to Handbridge is a key access route for cyclists from south of the city into the city centre, especially since the pedestrian crossing across the suspension bridge from Handbridge/Queens Park has a prohibition on cycling.

    The crossing on the histroric Handbridge is controlled by traffic lights operated by inductive sensors at both ends of the bridge. The timing of these lights means that those who are slower cyclists or part of a group of cyclists sometimes do not reach the other side of the bridge before the lights have changed for the traffic in the opposite direction.

    This causes an intimidatory situation, and occasionally a dangerous situation when traffic has started to cross on to the narrow bridge confronting cyclists coming in the other direction.

    It would be helpful to log any incidents that people may have encountered to accumulate suitable evidence for both English Heritage (who control aspects of what can be installed on to the listed structure) and for the Highway Authroity (Cheshire West & Chester Council) to afford this a greater priority than currently.

    The Council is unwilling to lengthen the delay on the lights before they change in the opposite direction (citing unjustifiable delay to traffic), and English Heritage have said that additional sensors cannot be installed into the road surface /bridge structure to delay the changing of lights due to cyclists still traversing the bridge.

  • Land At Sutton New Hall Farm Ledsham Road Little Sutton Ellesmere Port

    A large area of land to be developed for residential housing near Ledsham/Little Sutton Ellesmere Port is the subject of ongoing planning applications by the developer.

    The area, once developed for housing, offers the opportunity to access Capenhurst Station via a new shared use route that could be created as part of the development and also making use of an existing track in the ownership of National Grid which leads to a electricity distribution substation from Capenhurst Lane.

    The proposal is for a residential development of up to 2,000 homes, up to 400 sqm of retail floor space for a local shop, a new primary school, a community building, a new linear park, playing fields and other public open space, new allotments, together with new accesses, streets and other related infrastructure.

    A Full Outline Application 12/02091/OUT (approved on appeal by the developer) and a 'Reserved Matters Application' 16/05464/REM (currently awaiting decision) refers to the area in question. and can be viewed on the Cheshire West and Chester Council Planning portal.

    Currently there are no plans by the developer or planning authority to create access to Capenhurst Station from the development affording opportunities for accessing employment in Liverpool/Wirral/Chester through use of public transport.

  • Headstart / advanced stop line for cyclists required

    This signal-controlled roundabout could be easily made safer for south-bound cyclists if the traffic lights granted them a few seconds head start or if the stop line on the segregated cycle lane was physically moved forward. This would prevent conflict between motor vehicles turning into Cross Stamford Street and cyclists continuing along Regent Street.

  • Eastern Corridor road link improvements Feasibility Study

    Improvements to Eastern Road corridor that will be supported and evidenced through feasibility studies including traffic congestion and vehicle flow studies.

    We will also work with Highways England to complement any work they have planned for A27

    The work will include potential widening of the corridor, improvements to junctions including splays onto the A27, signage, public transportation.

    The outputs will comprise improved and sustainable transport choices, improved air quality, reduced noise, travel time and congestion leading to increased productivity which in turn, supports growth of the city.

  • London Rd/London Ave Junction Improvement LTP3 2017/18

    This would be achieved by providing a large kerbed build-out at the southern side of London Avenue and providing ‘No Entry’ markings on the carriageway along with the arrowhead directions road markings at the junction to create a single lane exit.

  • London Road Roundabout - Pedestrian/cycl e improvements LTP3 2017/18

    To improve the layout of the existing roundabout by introducing improved pedestrian movements with future consideration for cycle facilities.

    This will consist of building out existing kerb lines and central islands. The effect of this style of roundabout is to force motorists to choose their final exit before entering the junction.

    By reducing weaving around, and increasing the predictability of the final destination, there is a reduction in potential conflict points.

  • London Rd to Peronne Rd Cycle Route LTP3 2017/18

    Old London Rd/London Rd Gyratory Junction - The Gyratory and London Rd/Northern Parade Junction are high cycle casualty sites (numbers 8 and 4 based on recent data) which lead into the Portsbridge Roundabout.

    This scheme will provide a convenient alternative route to using all three of those junctions. Install a shared cycle route in London Rd at the junction with Curtis Mead.

    This route will take cyclists around the eastern side of the gyratory on the pavement and link in with the Peronne Rd A27 bridge into Cosham.

  • London Rd University Technology College Crossing LTP3 2017/18

    Improved crossing facilities on London Road south of the entrance to Trafalgar School and the new University Technical College.

    It is on the walking route to Gatcombe Primary school, and provides access to the southbound bus stop. There are four lanes of traffic to cross at this point which is a current School Crossing Patrol site.

  • Festing Rd / Albert Road Crossing LTP3 2017/18

    Albert Road / Festing Road Junction -

    Following several pedestrian casualties at this junction (recent 3 year period 01/07/13 to 30/06/16 shows a total of 4 collisions (3 serious) with 3 being pedestrians and 1 pedal cycle) improvements can be implemented to assist with the uncontrolled crossing.

    These could include building out of existing kerb lines to reduce vehicle speeds entering/exiting the junction, extending the pedestrian island in length and implementing guard railing outside of the public house entrances to guide pedestrians to crossing facilities.

  • Havant Road Pedestrian crossing LTP3 2017/18

    Provide a new safe crossing and improvements to the layout at Havant Rd/ Lower Farlington Rd.

    Havant Road is very busy and is difficult to cross during peak times. The nearest safe crossing point for residents living around St. Andrew/Havant Rd is at Eastern Rd/Galt Rd junction which is a 10 minute walk each way for people with children.

  • Elkstone Road Traffic Calming - LTP3 2017/18

    To improve the layout of Elkstone Road and implement traffic calming measures to reduce Pauslgrove Traffic Calming speeds of traffic travelling through the area from its junction with Leominster Road to its junction with Allaway Avenue.

    These would consist of reducing the carriageway width and implementing speed cushions and raised tables.

  • Cromwell / Highland / Milton / Henderson Rd RBT - LTP3 2017/18

    Cromwell Rd/Henderson Rd Roundabout has previously experienced a high level of cycle casualties.

    This scheme is designed to build-out existing kerb lines and central island to create deflection, reducing approach speeds and segregate the bus lane.

    Surfacing and lining could also be utilised to highlight to drivers the likelihood of cyclists on the roundabout, and consideration will be given to the implementation of a segregated cycle lane.

  • Viewpoint Car Park Junction - LTP3 2017/18

    The recent 3 year period 01/07/13 to 30/06/16 shows 12 total (1 fatal and 6 serious) collisions, 6 of which were motorcycle collisions.

    This scheme aims to improve the visibility of the entrance to the Viewpoint Car Park along Portsdown Hill Road to approaching motorists.

    This will be achieved by improving the existing signage, implementing coloured surfacing to highlight the approaching junction and installing countdown markers/rumble strips on each of the approaches to the entrance to advise road users of the potential conflicting traffic manoeuvres within the vicinity.

  • Obstruction on Path

    There is a well used 'cut-through' between East Shore Way and Shore Avenue.

    About a year ago, wooden barriers were placed on the path which restrict the passage of bikes generally, but non standard bikes or push chairs specifically through the access path.

    This issue was reported to PCC who said they cannot do anything about it as they are on private land.

  • Chineham to Town Centre Accessibility Improvements

    Hampshire County Council will "upgrade" the NCN23 between Chineham and Eastrop Park, and provide cycling improvements in Chineham Business Park between Crockford Lane and the roundabout.

    Overview
    Improvements into the existing route from Chineham to Town Centre for non-motorised users, focussing on the National Cycle Network.

    Section 1 & 2

    This route starts from Cufaude Lane along Hanmore Road in Chineham and finishes at Swing Swang Lane. The proposal is to upgrade existing cyclist access by improving crossing point, vegetation clearance, bollards replacement, directional signing and cycle making.

    Section 3

    This route starts from Crockford Lane goes over the railway line at the north side of Chineham Business Park, through the Business Park and ends at Crockford Lane roundabout. The proposal is to implement an advisory on road cycle facility, install on road cycle signage and cycle markings down to the existing toucan crossing and then linking to an off road cycle route to Popley Way near Crockford Lane roundabout.

    Section 4

    This is an existing footpath for pedestrian and cyclist in Eastop Park. The footpath starts at the subway under the A339 Ringway East through the park and ends at Eastrop Circus.

    The main work is to resurface the footpath and convert it to a shared use footway/cycleway route. The existing route signing will be removed and replaced with new shared route signs, directional signing and bollards.

  • Tipner Lake Shared Path Closure / Diversion

    The shared path alongside Tipner Lake will be closed from April 2017 while flood defence upgrade work takes place for the next 30 months.

    The proposal is to divert cyclists (and pedestrians!) along the busier Northern Parade road on a 'temporary cycle path' which has not been specified at the time of applying for planning permission application.

    PCF believe that there has been no attempt to calculate the number of cyclists using the path on a daily basis, and the issues around placing them on a busy road as a diversion.

    PCF would like to see a segregated on-road lane created to allow cyclists to continue to cycle safely to and from the north west gateway of the island. This could be created easily by using wands for the duration of the work.

    The existing southbound shared path on the pavement is not suitable for most commuting cyclists.

    Continues to be an issue despite the work done to 're-design' it underwent in May 2016 which amounted to very little other than new paint layout after re-surfacing.
