  • York Street area residents' parking zone

    Cambridgeshire County Council has published proposals and consultation to introduce a residents’ parking scheme in the streets around York Street and New Street.


    This is a long-overdue scheme.


    There are a couple of issues:


    - Builders vans and so on, never mind deliveries, are difficult, resulting in blocked pavements, etc.


    - Making the case for the scheme in the face of opposition in a few streets because of a reduction in spaces where there is currently parking on both sides of the street (which means domination of the space for private motor vehicle storage).


    - At last, elimination of pavement parking and the ability to enforce any pavement overrun.


    - Building support for the scheme - residents' parking proposals have a key strategic role in reducing unnecessary traffic, by almost eliminating circulation by drivers speculatively looking for parking.


    - No cycle parking is proposed.

  • Leytonstone Road - parking on footway and in cycle lane

    The section of Leytonstone Road E15 between number 165 and Cherry Tree Road had a single yellow line waiting restrictions, loading restriction kerb markings and bollards until 2017-18 when the road was resurfaced. A new advisory cycle lane was introduced, but the yellow lines and kerb markings were not reinstated, although I can find no evidence that the traffic order has been revoked. Footway parking has since become a serious problem here, both narrowing the available width of the footway and obstructing the cycle lane. The single yellow line and kerb markings need to be reinstated. As CEOs seem unable to enforce the footway parking, consideration should also be given to converting the cycle lane to a mandatory lane, which would enable CCTV to be used to issue PCNs by post from 22 June 2020 (there is a Newham CCTV camera at the corner of Leytonstone Road and Gurney Road).

    The road is unloved, has very few trees, has a lot of traffic, moving fast or jammed. Air quality is poor. Cyclists cycle along the pavement very fast which is dangerous for pedestrians. The cycle lanes on the road are not safe. It is difficult for cyclists to cross the road since there are not enough crossings. A lot of people park near Coldhams Common on Saturdays. Many people have created driveways to avoid people parking in front of their houses in the parking bays. Crossing the little roads (Brampton, Vinery Road, Vinery Way) is difficult because the cars block the path as they wait to get onto Coldhams Lane and greenery prevents pedestrians from going behind those cars.

    Vehicle parking restrictions on major arterial routes into Oxford are unenforced or rarely enforced, resulting in reduced road capacity and increased conflict between vehicles and cyclists.

  • Hatch Warren Infant School: improve for parking for children, parents, residents

    Hatch Warren Infant School sent a letter and booklet to local residents, and hopefully parents to encourage parents to get their children to walk, scoot, or cycle to school (at least from a local car park).
    It begins "The School Council have been working this half term to help try to improve parking for the children, parents and residents around school." The booklet has a picture of bicycle on the front, and quotes from children like:-
    "Cars go really fast on the road and it can be scary!"
    "People park on the pavements and in the bus stop."
    "It is difficult to cross... you have to walk on the road... it is not safe... I might get hurt."
    "It is always busy.. lots of cars go very fast. I don't like it."

    Motion for Camcycle AGM 2016: Street Cycle Parking

    Providing secure places to park bicycles is a simple and effective way to encourage cycling by making people on bikes feel welcome. In some areas of Cambridge residents have got used to all the spare street space being allocated to the storage of motor vehicles and very little for bikes. The result has been badly parked bikes cluttering hallways, clinging to drainpipes and other street furniture. The experience on Thoday Street where some on-carriageway racks have been installed is a good example of how the problem can be addressed.

    Camcycle resolves to:
    1. Champion the replacement of on street car parking with cycle parking where it is clearly needed
    2. Identify streets where this should and can be achieved
    3. Work with local councillors to survey demand
    4. Where there is sufficient local support work with local councillors to prepare proposals for funding. For example, from the Local Highways Improvement fund.

    Zunehmend benutzen die Besucherinnen und Besucher ein Fahrrad, um die Deutsche Nationalbibliothek an der Eckenheimer Landstraße/Ecke Adickesallee zu erreichen. Außerdem haben die Mitarbeiterinnen und Mitarbeiter des Hauses beobachtet, dass die bestehenden Fahrradparkplätze auf dem Grundstück zum Parken von Fahrrädern genutzt werden, um anschließend mit öffentlichen Verkehrsmitteln (Bus und Stadtbahn) die Innenstadt zu erreichen. Diese Entwicklung führt an die Kapazitätsgrenzen der Nationalbibliothek.

    Dies vorausgeschickt, wird der Magistrat aufgefordert, zu prüfen und zu berichten, ob durch die zuständigen Stellen Fahrradparkplätze auf den freien Flächen neben dem Gleisbett Richtung Innenstadt eingerichtet werden können.

    Begründung:

    Die Maßnahme würde den bestehenden Bedarf an zusätzlichen Fahrradparkplätzen für die stark besuchte Bibliothek spürbar entlasten.

    Der Magistrat wird gebeten, die Möglichkeiten für einen Fahrradständer oder ähnliche Maßnahmen zu schaffen, die es dem Geschäft in der Hofheimer Straße ermöglichen, seinen Fahrrad fahrenden Kunden einen "Parkplatz" anzubieten.

    Das Radsporthaus bietet hierzu auf eigene Kosten an, einen transportablen Fahrradständer zu verwenden, der den Gehweg nach Geschäftsschluss freilässt.

    Sollten Hinderungsgründe für den Wunsch des Ortsbeirates bestehen, erwartet der Ortsbeirat vor der abschließenden Stellungnahme, diese im Rahmen eines Ortstermins erläutert zu bekommen.

    Begründung:

    Ein Fahrradgeschäft ohne Fahrradständer ist undenkbar, aber in Zeilsheim Realität. Die Inhaber des Radsporthauses Kriegelstein, welches am Standort Hofheimer Straße seit 1975 existiert, haben vergeblich versucht, eine Sondernutzungserlaubnis zu erlangen. Die Fläche vor dem Geschäft ist sehr wohl ausreichend für eine Koexistenz von Fahrrädern, Fußgängern und den parkenden Kraftfahrzeugen.

    Der Magistrat sollte sich bewusst sein, dass er sich mit dem Radfahrbüro und seinen Leitlinien eine Förderung des Radverkehrs vorgenommen hat und keine - wie an diesem Beispiel - Verhinderung inklusive der daraus resultierenden Schädigung des Gewerbetreibenden zulasten der Servicefreundlichkeit und Kundenorientierung.

    Stellungnahme des Magistrats vom 30.05.2016, ST 842

    Der Magistrat wird im Einmündungsbereich Martin-Luther-Straße / Rothschildallee sowie in Höhe der Martin-Luther-Straße 16 auf dem Gehweg (gegenüber den Gewerbetreibenden) Fahrradsammelstationen, durch das Setzen von Fahrradbügeln, einrichten.

    Darüber hinaus werden Fahrradbügel im Einmündungsbereich Martin-Luther-Straße/Martin-Luther-Platz ergänzt.

    Im Einmündungsbereich Burgstraße/Rotschildallee werden weitere Fahrradbügel gesetzt und die fehlenden Poller im Bereich der Fußgängerquerung wieder eingesetzt.

    Im Einmündungsbereich Leibnitzstraße/Burgstraße wird eine Sperrfläche markiert, um das ungenehmigte Parken zu verhindern.

    Der Magistrat wird gebeten, zwölf neue Fahrradabstellplätze, also sechs Anlehnbügel, an der Galluswarte am Ausgang Frankenallee zu schaffen und damit den jetzigen Fahrradabstellplatz in Richtung Emser Brücke bis zum Mauervorsprung des S-Bahn-Bauwerks zu erweitern.

    Der Magistrat wird weiterhin aufgefordert, die Bügel schräg aufzustellen, damit genügend Platz für zu Fuß Gehende verbleibt.

    Begründung:

    An der Galluswarte, Ausgang Frankenallee, fehlen Fahrradabstellplätze. In Ermangelung dieser werden die Fahrräder stattdessen an Straßenschildern abgestellt. Das deckt zum einen nicht den Bedarf und kann zum anderen zur Behinderung der Fußgänger auf dem Gehweg und sogar zur Blockierung des Fußgängerüberwegs führen. Um den öffentlichen Personennahverkehr zu fördern, ist es erforderlich, auch die Anreise mit dem Fahrrad dadurch zu ermöglichen, dass eine sichere Abstellmöglichkeit angeboten wird.

  • Fahrradstationen und Fahrradgaragen im Ortsbeirat 2 realisieren

    Fahrradparken stellt ein wichtiges verkehrsplanerisches Thema dar, womit sich der Magistrat sowohl konzeptionell, aber auch im laufenden Prozess intensiv befasst.

    Dabei steht zur Förderung der Verknüpfung von Fahrrad und öffentlichen Verkehrsmitteln die Schaffung von Abstellmöglichkeiten an Haltestellen und Stationen (Bike+Ride) im Fokus. Mit dem demnächst im Ortsbezirk 2 an den Start gehenden Pilotprojekt Anwohnerfahrradparken sollen wohnortnahe Fahrradgaragen getestet werden. Zur Förderung des Radverkehrs für die alltäglichen Wege (Einkauf, Erledigung von Besorgungen, Besuch von öffentlichen Einrichtungen) wurden in den letzten Jahren mehrere tausend Fahrradbügel in der ganzen Stadt installiert.

    Bike+Ride

    Zur Förderung des kombinierten Verkehrs von Fahrrad und öffentlichen Verkehrsmitteln (ÖPNV) hat der Magistrat in den letzten Jahren auf Basis des "Bike+Ride-Konzeptes 2005" konsequent die Einrichtung von Abstellanlagen an Stationen umgesetzt. Dieses Konzept wurde inzwischen fortgeschrieben. Dabei wurden alle schienengebundenen Stationen im Stadtgebiet, so auch die im Bereich des Ortsbeirates 2, nach definierten Kriterien sowohl quantitativ als auch qualitativ begutachtet. Hierzu gehören auch die unter Punkt 1 dieser Anregung aufgeführten Stationen. Bei den Stationen Grüneburgweg, Kirchplatz, Leipziger Straße, Messe, Miquel-/Adickesallee und Westbahnhof sollen zu den bestehenden Fahrradabstellanlagen weitere Fahrradbügel aufgestellt werden. Zudem soll die bestehende Anlage an der Station Bockenheimer Warte verbessert werden, indem sie nach Möglichkeit näher zur Station positioniert wird. Die Maßnahmen werden im Laufe des Jahres 2016 sukzessive umgesetzt.

    Die in der Anregung vorgeschlagene Nutzung leer stehender Räumlichkeiten in den B-Ebenen der U-Bahn-Stationen zum Fahrradparken wird von der Verkehrsgesellschaft Frankfurt am Main mbH (VGF) ausgeschlossen, da diese von der VGF bewirtschaftet werden und somit nicht zur Verfügung stehen.

    Anwohnerfahrradparken

    Ein weiterer wichtiger Aspekt des Fahrradparkens ist das funktionale Abstellen von Fahrrädern in Wohnungsnähe. Der Magistrat hat hierzu ein Konzept entwickelt, welches am 18.02.2016 dem Ortsbeirat 2 vorgestellt wurde.

    Dazu ist ein Pilotprojekt geplant, in dessen Rahmen zunächst die Umsetzungsmöglichkeiten von Fahrradgaragen auf öffentlichem Grund geprüft werden. Diese Fahrradgaragen bieten eine witterungs-, diebstahl- und Vandalismus geschützte Fahrradunterbringung für Personen, die über keine oder nur sehr unkomfortable Abstellmöglichkeiten auf dem Grundstück oder im Gebäude verfügen.

    In diesem Zusammenhang sind zwei Fahrradgaragen mit jeweils 12 Fahrradstellplätzen an den Standorten Greifstraße und Kirchplatz vorgesehen. Voraussetzung für die Errichtung dieser beiden Fahrradgaragen ist, dass sich mindestens 12 Nutzer/Innen für jeden Standort zu einem Privatpersonenzusammenschluss finden, welche die Fahrradgarage eigenverantwortlich bewirtschaften.

    Nach Abschluss dieses Pilotprojektes werden die Erkenntnisse ausgewertet und vor allem in Bezug auf ihre Übertragbarkeit auf andere Ortsbezirke beurteilt. Zurzeit befindet sich das Pilotprojekt in der Vorbereitung und amtsübergreifenden Abstimmung.
