  • New 'Greater Cambridge Planning Service' being set up

    Not sure if this is the right place for this, but couldn't find anything sensible to tack it onto. I got a press release via the City Council email alerts, and, since we look at and comment upon planning applications, it is relevant to us. Not sure if it will make things better or worse. It may be helpful to have unified cycle parking standards for both South Cambs and the City for example, if that is the way things are going. Anyway, link and copied and pasted press release below. But could it make things less accountable? My impression is that we tend to get listened-to more by the City than by South Cambs, but that's only an impression. I guess it depends on what officers are appointed to the joint service, where it is based, etc etc.

    New 'Greater Cambridge Planning Service' being set up

    A NEW integrated planning service for the Greater Cambridge area, transformed to provide an improved service for customers along with greater capacity and resilience, is set to move a step closer.

    A business case for the new service, to be considered by councillors of both councils involved – Cambridge City Council and South Cambridgeshire District Council – early next month, sets out how the transition to a service covering the two council areas would be introduced over the next two years.

    As set out in the business case, the proposed new Greater Cambridge planning service would offer clear benefits, including:

    Capacity to meet the growing need for strategic planning and development across the area at a time of rapid growth here; with work on a single joint future plan for the two councils due to pick up pace when work on the current two joined-up Local Plans is close to a conclusion;
    Providing a service of regional or national significance which would be more capable of attracting, developing and retaining a larger team of talented staff;
    Offering an increased capacity and a more flexible approach to deliver a quality services for local residents and businesses and respond rapidly to the frequent changes to national planning policy.

    The shared service will also be looking to update computer systems to help local people have their say on applications and support council officers and councillors with good access to planning proposals by making use of new technology.

    Work towards creating a new ‘Greater Cambridge Planning Service’ started in 2015. The two councils agreed then to work towards a new shared planning service that would deliver more capacity, support high quality development and provide better customer service at a time of increased development activity in the region.

    Developments have included the appointment of Stephen Kelly as Joint Director of Planning and Economic Development and a project board to develop these proposals and wider joint initiatives by the two councils on planning and transport, working closely with the City Deal and in the future with the new countywide Combined Authority.

    The plans councillors will now debate have been developed alongside managers in the planning teams to make sure they take on board the views of the people doing the job.

    The first full phase of the transition to the new service would see a new senior management team appointed and staff transferred from Cambridge City Council to South Cambridgeshire District Council, who would be the employer authority. In total the two councils currently employ just over 150 planners, making it one of the bigger non-urban planning teams in the UK. The procurement of a new common ICT system would also start to be investigated

    The second phase will consist of detailed work to design and implement the wider staff structure and assess the impact on other council services.

    The new Greater Cambridge Planning Service is expected to be fully operational by early 2019. It would continue to have offices in Cambridge and South Cambridgeshire to provide a planning service to both areas.

    Cllr Peter Topping, Leader of South Cambridgeshire District Council, said: “This new planning service is more than just a merger of the two existing teams. Cambridge and South Cambridgeshire are experiencing growth on an unprecedented scale outside of London. We owe it to our residents, as well as the businesses who want to create jobs here, and to the house builders - of all sizes - that we create a planning service that is resilient, protects what we value about our heritage and our environment, demands excellence in design, and keeps pace with the ambition for prosperity in this part of the country.

    “Without this capability, we cannot expect developers or government to listen to us, and we are determined that we will be listened to, on planning matters, on behalf of our communities."

    Cllr Lewis Herbert, Leader of Cambridge City Council, said: “We are determined that the proposed Greater Cambridge Planning Service will be one of the most effective planning teams in the country, providing a reliable, more straightforward service for customers and the wider community at a time of major growth in the area that is no respecter of council boundaries.

    “The business case sets out how clear is the joint commitment and depth of agreement on key issues between the two councils and the route to reach our goal of a transformed planning service for the whole area, which builds on the great work the two councils have been doing together in recent years such as on our Local Plans and future planning strategy.”

    The business case for the Greater Cambridge Planning Service is being discussed at Cambridge City Council’s Strategy and Resources Scrutiny Committee on 3 July and at South Cambridgeshire District Council’s Scrutiny and Overview Committee on 6 July and Cabinet on 13 July.

  • Home Cycle Lockers

    (I never quite understood the way this works, I just want to ask a question, there's no issue)

    Does anyone have any experience of the various "Cycle Locker" type storage you can buy? I'm fed up with juggling cars and bikes, so I think it's time my bikes had a separate place to reside, and a secure locker or two would seem to fit the bill.

  • Cycle/Pedestrian Path between Great Wilbraham and Fulbourn

    The Road between Great Wilbraham and Fulbourn is very well used by Cyclists, runners and walkers throughout the year. It is a single track road with a 60 MPH speed limit. A bicycle path here would encourage more people to cycle to Fulbourn and Cambridge. The path would significantly improve safety for cars, pedestrians and cyclists.

  • ELOR Crossing Coal Road

    The original plans stated that there would be a cycle bridge where the ELOR crosses Coal Road but this detailed plan (attached) appears to show no such crossing. Where has it gone? I use Coal Road to commute to work regularly and it is a well used route by many other cyclists as well. The plans show cycle underbridges in other areas...

  • Pudsey Greenside Cutting / Tunnel Infill proposal

    There is an application by the developer EP Homes to in fill the above cutting ( first application is a part infill , to be followed by full Infill and then probably housing application) .

    There is an issue of Bats roosts in the tunnel and under Carlisle Road Bridge. I'm forwarding this as there is also an issue of ever using this disused rail line as a cycle /walking route.

    There are quite a few objections to this and some residents mention the possibilities of a future cycle route Pudsey Greenside Greenway . There are also plans by Bradford Council for large housing developments new link road around Tong /Sholebrook/ Raikes Lane area, not far from the Western end of the railway tunnel.

    Leeds City Council Travel Wise Team also replied ,saying they had no comment on this development ,but state that Leeds cycling Officer Vicky Franks should be consulted. Is it worth Leeds Cycle Campaign contacting her on this item, and also our organisation objecting to this development ?

  • Thames bridges counter-terrorism barriers

    Since the horrific attacks that took place on Westminster Bridge, and most recently London Bridge, the Metropolitan Police have installed temporary barriers on many central London bridges.

    LCC is fully supportive of the need to take urgent steps to provide extra protection for Londoners and visitors to our city. But we also believe it's right that we look at these measures, that have had to go in very rapidly, to see both what lessons need to be learned for future Highways schemes in the capital, and to see what, if any, tweaks can be undertaken to ensure these barriers can provide the extra security needed as well as allow people, especially London's large number of cycling commuters, to continue to cycle safely with minimal disruption - ideally even with enhanced safety and/or provision.

    Now we want your ideas of any tweaks, modifications or other measures that can be brought forward on the bridges affected so far, and given the measures in so far, to provide vital measures to protect against terrorist attacks, but also to enhance safety and provision for those walking and cycling, and to mitigate the negative effects of the measures so far.

  • A41-M1 Slip Road (near Brockley Roundabout) dangerous crossing

    Southeast of the Brockley Hill roundabout the A41 cycle route crosses the slip road that takes A41 traffic onto the M1. The speed limit is 70 mph. There are yellow cross-lines on the main A41 carriageway to slow traffic approaching the roundabout. However, there are no cross-lines on the two-lane slip road and traffic is accelerating to merge with the M1 motorway traffic.

    The at grade cycle crossing point, over a hard shoulder and two traffic lanes, is unmarked on the road and there are no ‘Cyclists Crossing’ warning signs approaching it.

    There was a cyclist injury in 2009 and a cyclist fatality in 2010.

  • Stirling Corner A1/A411 roundabout dangerous cycle route

    Stirling Corner is the roundabout where the A411 (Barnet Lane / Barnet Road linking Borehamwood to Barnet) crosses the A1 and it also provides access to a separate service road with various retail outlets. The A1 is a 50 mph, 6-lane dual carriageway and this is the last roundabout before the A1M.

    There is an at grade, circular pedestrian & cyclist route around the entire roundabout, which crosses each of the 5 arms via refuges in the middle of each. On the west side, the A1 cycle route uses part of this circular cycle route to cross two arms of the roundabout. Speed, volume and unpredictability of traffic makes using most parts of this circular cycle route extremely hazardous.

    It is a high volume roundabout with up to 4 lanes of traffic and traffic flow is partially controlled by traffic lights at 2 places on the roundabout and at 2 entry points (see diagram). There are no traffic lights on the west or north sides.

    At the two entry points controlled by lights (A1 northbound & A411 westbound) there is no ‘green man’ light to assist pedestrians or cyclists.

    The most dangerous crossing points are the two 3-lane exits from the roundabout serving the A1. A possible safer east-west route would be to take pedestrians/cyclists via the centre of the roundabout, making use of the existing traffic lights (and converting them to Toucan).

  • inaccurate "no through road" signs, missing "except cycles/pedestrians"

    I've noticed a few of these around Cambridge where there's a "no through road" sign but it's a through road for cyclists and pedestrians. As there's a post already, if the council had a ready-made stock of plates saying "except cycles", "except pedestrians", a single operative could affix the plate below the sign to made it correct. It is highly deceptive and not serving those using non-motorised transport if they go the long way round not realising they can get through a quicker route.

  • Cycle crossing signal timings

    Issue derived from June 2017 monthly meeting: this issue tracks information related to the timing of traffic signals that control cycle crossings (e.g. Maids Causeway / Fair St, East Road / Norfolk St, Queens Rd / Burrell's Walk, Gonville Place / Gresham Rd, all along Guided Busway, appearing on various countryside routes, etc).

    We would like to gather the following information:

    a) how are the signals programmed currently (and when they change, what have they been changed to?)
    b) who is responsible for the programming of the cycle as well as the placement of cycle detectors (if any)?
    c) when needed, what levers can be pushed to get signals changed to give more priority to people walking and cycling?

    No indication of cycle parking in the new application (S/1824/17/FL). I am unsure if the documents in the original planning application apply (S/2999/16/FL). Have had a quick look at the original application. I can't read part one of the planning statement as it downloads as blank pages. Part 2 (pages 19 and 20) of the planning statement notes the policy requiring cycle parking but fails to respond with any explanation of how it will be provided.

    Without further information we have to assume that no cycle parking has been included.

    Vehicular & Cycle Parking and Access
    The current dwelling includes a separate garage to the north of the site with space for 2no cars. However, it is believed that this is garage used only for garden storage etc. and that parking for the property is generally on street. The proposal retains this current arrangement but ‘formally’ converts the garage in to a bin and bike store with the addition of a pedestrian door to Headington Drive.
    The proposal promotes the adoption of low carbon transport through its location close to several bus routes, cycle ways and local amenities, and reinforces this through the provision of 10no secure, covered cycle parking spaces.

    The ground floor plans show a shared bike and bin store with 5 sheffiled stands making 10 spaces. There are no measurements to show whether these will all fit in the garage but based on the picture it looks like it might be a bit of a squeeze.

  • Alperton Community School Road Safety Improvements Phase 2

    What is this consultation about?
    In October 2016, the London Borough of Brent consulted local residents on Phase 1 of the Alperton Urban Realm Scheme. Following substantial completion of this phase we are now asking for your views on Phase 2 of the scheme.

    Why are we proposing changes?
    The London Borough of Brent is currently expanding Alperton Community School. To support this, a temporary zebra crossing and a 20mph speed limit were implemented in January 2017. The second phase of the Alperton Community School expansion is currently on-going and this will accommodate up to 1,740 students once it is completed in January 2018. As part of this expansion, the Council is now proposing an extended urban realm scheme on Ealing Road outside Alperton Station and Alperton Community School.
    The scheme is designed to create a Healthy Street by transforming the quality of the pedestrian environment along Ealing Road and providing an attractive, accessible and people-friendly street.
    This will in turn reduce vehicle speeds and encourage children to walk and cycle to school.

    What are the proposed improvements?
    The proposed scheme is shown graphically in the attached drawing and includes the following
    measures:
    - A wide parallel zebra/cycle crossing and long raised speed table (with 50mm kerb) to assist blind and partially sighted pedestrians) on Ealing Road between the Station forecourt and Mount Pleasant. This will provide a safe crossing point for the school students and give priority to pedestrians accessing the school and station
    - The existing bus stops will be relocated. The northbound stop will be relocated closer to Mount Pleasant and the southbound stop will be relocated south of the railway bridge.
    - The existing signalized crossing under the railway bridge will be removed and replaced with a new zebra crossing closer to the relocated southbound bus stop.
    - The kerb on the south side of the proposed parallel crossing will be built out from the railway bridge to no. 185 Ealing Road to reduce the pedestrian crossing distance and reduce vehicle speeds;
    - Introduction of a longer loading bay outside Alperton Children’s Centre, a new disabled/ loading bay outside no. 173 Ealing Road and a new loading bay outside the Atlip Centre ;
    - Introduction of new speed cushions to reduce vehicle speeds in the 20mph Zone;
    - Repaving of the footway, driveways and resurfacing of the carriageway for the extent of the scheme;
    - Extensive urban realm and landscaping and improvements including new seating, trees, planters and cycle stands.

  • Brookgate / Brooklands Ave / Hills Road junction

    Two issues, really:

    (1) It has puzzled me for some time that there is no way to cycle from Brookgate onto Brooklands Avenue. The traffic signal only shows a left green arrow from Brookgate onto Hills Road, which serves the buses, but Brooklands is a major cycle route and would make sense to access it directly from the station (there is a long way around via Clarendon & the busway otherwise).

    As it happens, when the left green arrow is showing, I have never seen any other conflicting traffic movement (although presumably Hills Road left onto Brooklands Ave is green at this time? I haven't checked). So it seems like it would be very simple to fix this problem: just convert the green left arrow into a green ball & cut any conflicting movements.

    (2) Regardless of that change, there should also be an advanced-stop-line on Brookgate, which there currently is not, so that buses do not sneak up and left-hook people. Even when making a left turn from Brookgate you can be left-hooked by a left-turning bus if they are not careful. So the lack of ASL here is rather strange.
