    Two lanes of traffic merging from left onto local designated cycle route No 5. Cyclists crossing bridge going north on the A5 have to cross fast moving traffic merging from the left. A waiting area for cyclists could be provided at the base of the bridge to allow cyclists to cross the slip road at right angles. (Southbound is in Brent)

    Cyclists going straight up the Finchley Road from Swiss Cottage to Golders Green have to cross two lanes of fast A41 traffic, where the Hendon Way turns off to the left.One possible solution would be for cycles to remain on the left and have a facility to use the pedestrian crossing across the top of the Hendon Way. Recommended route via Ardwick Road/Burgess Hill is not efficient and involves crossing 2 lanes when rejoining Finchley Road.

    The document sets out an approach for delivering a new station, with step-free access and increased capacity as part of a residential led mixed use proposal. The new station will be equipped to serve anticipated growth and development in the area.

    The third Mayor’s Transport Strategy (MTS) was published in March 2018 and sets out a new strategic direction for transport in London. It aims to change the way people choose to travel with an overarching vision for 80% of all trips in London to be made on foot, cycle or using public transport by 2041.

    Each London Borough has to prepare a Local Implementation Plan (LIP) containing proposals for the implementation of the MTS in its area.

    Barnet’s draft LIP includes Barnet’s transport objectives and identifies key local issues, challenges and opportunities to achieving the overarching mode share aim and nine MTS outcomes. It includes a delivery plan that sets out, in broad terms, the proposals and resources that will deliver the LIP objectives and targets associated with indicators related to the MTS outcomes.

    A number of statutory consultees will be specifically invited to comment on the draft LIP, but we want everyone who lives in or visits the borough to have an opportunity to comment too.

    A copy of the draft LIP is provided here. We would particularly like your views on:

    have the main challenges and opportunities to delivering the MTS vision and outcomes been identified (pages 24-60);
    are the borough transport objectives identified in the document (pages 26-29) suitable for addressing the challenges;
    should the LIP include other major proposals or general areas of work (pages 62-74 & 80-81);
    should any other targets be identified (pages 103-110)

  • Brent Cross South developement

    Brian Atkinson and I attended a meeting on BXS last night. Ben Tansley from Brent LCC was also present representing local residents on the Brent side of the development. I have drafted an email (see below) to Julia Finlayson of Argent. She is responsible for the road layout. I would be grateful for any comments you would like to make on this draft before I send it.

    Dear Julia

    It was nice to meet you yesterday. Thank you for your presentation at the meeting at Whitefield School. I welcome the facilities for cycling within the development but I am concerned with both the eastern and western access to the new High Street and Claremont Park Road. I learned after the meeting that the road bridge just south of the new station is not due to be completed until 2030. As discussed last night, this will mean that the eastern access to the new development will be via a subway where cycling is currently prohibited (though the ban is largely ignored) and until 2030 the western access will be via a bridge that involves lifts and where one will be expected to walk one's bike across a pedestrian bridge within the station. No-one would design facilities for cars you couldn't drive over. Why should there be cycle routes you cannot ride on?

    I understand you will be meeting Barnet's Highways officers shortly. I would be grateful if you would make the above points to them. A short term solution at the eastern end would be to remove the no cycling signs at the subway connecting the footpath behind Tescos from Marble Drive to the other side of the Hendon Way and build a short section of cycle path on the pavement from the eastern side of the subway to connect it with Woodville Gardens. I would suggest a white line through the subway demarcating pedestrian and cycle sides of the path and/or "Cyclists give way to pedestrians" signs.

    On another matter, Ben Tansley suggested at the meeting that the whole area would be suitable for a 20 mph zone. Barnet Cyclist would endorse this view and I'd appreciate if you would raise this at your meeting with Barnet Highways. You mentioned that you would be trying to reduce speeds with suitable designs and we would welcome this.

  • High Street, Barnet Pedestrian Improvements - Statutory Consultation

    The revised scheme (largely funded by TfL) incorporates the following measures:

    - Removing much of the parking along the western side of the High street, and widening the pedestrian footway to provide a safer and more enjoyable shopping experience.
    - Upgrade of existing pedestrian crossings, with the added advantage of a shorter crossing width. This should reduce queueing times at the crossing.
    - Proposed new ‘at any time’ waiting restrictions on the High Street, as indicated on the attached plan.
    - Proposed new loading restrictions on the High Street and at the junctions of High Street with Union Street and Salisbury Road.
    - Introduction of trees, where physically possible, to both improve the look of the area and have a beneficial effect on the air quality.
    - Introduction of cycle stands to promote sustainable transport and provide secure cycling parking.
    - New benches are proposed to encourage people to stop in the area and enjoy the ambience of the rejuvenated High Street. New bins are also proposed to promote a litter-free High Street.

    As part of the Mayor of London’s new ‘Healthy Streets’ http://content.tfl.gov.uk/healthy-streets-for-london.pdf agenda funding has been made available by Transport for London; this funding has been created to support sustainable transport improvements in the neighbourhood shown on this map. The area in focus is part of the new proposed backstreet Quietway cycling route from Hornsey to North Finchley.

    The council is consulting on a Draft Green Infrastructure Supplementary Planning Document (SPD).The term Green Infrastructure refers to all the green and blue spaces around our towns and cities. Green spaces are hedgerows, woodlands areas, orchards and natural grasslands. Blue areas link to water related environmental spaces. Once adopted, this document will be used to give guidance when deciding planning applications. It will also be used to inform the Green Infrastructure policies included within the Barnet Local Plan.

  • A41-M1 Slip Road (near Brockley Roundabout) dangerous crossing

    Southeast of the Brockley Hill roundabout the A41 cycle route crosses the slip road that takes A41 traffic onto the M1. The speed limit is 70 mph. There are yellow cross-lines on the main A41 carriageway to slow traffic approaching the roundabout. However, there are no cross-lines on the two-lane slip road and traffic is accelerating to merge with the M1 motorway traffic.

    The at grade cycle crossing point, over a hard shoulder and two traffic lanes, is unmarked on the road and there are no ‘Cyclists Crossing’ warning signs approaching it.

    There was a cyclist injury in 2009 and a cyclist fatality in 2010.

  • Stirling Corner A1/A411 roundabout dangerous cycle route

    Stirling Corner is the roundabout where the A411 (Barnet Lane / Barnet Road linking Borehamwood to Barnet) crosses the A1 and it also provides access to a separate service road with various retail outlets. The A1 is a 50 mph, 6-lane dual carriageway and this is the last roundabout before the A1M.

    There is an at grade, circular pedestrian & cyclist route around the entire roundabout, which crosses each of the 5 arms via refuges in the middle of each. On the west side, the A1 cycle route uses part of this circular cycle route to cross two arms of the roundabout. Speed, volume and unpredictability of traffic makes using most parts of this circular cycle route extremely hazardous.

    It is a high volume roundabout with up to 4 lanes of traffic and traffic flow is partially controlled by traffic lights at 2 places on the roundabout and at 2 entry points (see diagram). There are no traffic lights on the west or north sides.

    At the two entry points controlled by lights (A1 northbound & A411 westbound) there is no ‘green man’ light to assist pedestrians or cyclists.

    The most dangerous crossing points are the two 3-lane exits from the roundabout serving the A1. A possible safer east-west route would be to take pedestrians/cyclists via the centre of the roundabout, making use of the existing traffic lights (and converting them to Toucan).

    ...So that we can continue to improve air quality across the borough we have produced a new draft Air Quality Action Plan 2017- 2022 (AQAP) which is also part of the council’s duty to contribute to London Local Air Quality Management.

    This new plan builds on our previous plan and outlines the steps the council will take from 2017 to 2022 to improve air quality across the borough. The plan gives details on how the council will:

    - continue to meet its statutory obligations for managing air quality;
    - work across many council services and with partners to minimise emissions from transport, existing buildings, and new developments, including Brent Cross and other regeneration projects within the borough;
    - continue to raise awareness of air quality issues to the public and encourage residents to do their bit to reduce levels of pollution and raise awareness of the importance to reduce their exposure to poor air quality; and
    - work in partnership with others to press for more action to be taken at all levels of government.

    The Draft Golders Green Station Planning Brief;

    Identifies development opportunities and constraints;
    Provides guidance;
    Sets out key planning policy considerations to establish a clear set of development parameters; and
    Outlines the council’s preferred approach to any future development.

    Why We Are Consulting

    We are consulting on the draft plans to redevelop the site and we want to hear the views of local people on the proposed developments. It is important that residents and other interested parties have their say in planning policy.

    Planning Briefs form a material consideration in the consideration of planning applications.

    The closing date for us to receive comments and feedback is Thursday 11 May 2017.

    The results will then be reported to the Council’s Policy and Resources Committee so that they can be taken into account when the final version of the Planning Brief is being considered for adoption.
