Engaging with election candidates
It is important that we engage with the candidates at each election, scrutinise their views, and press for their commitments to cycling.
This section lists issues - problems on the street network and related matters.
Issues always relate to some geographical location, whether very local or perhaps city-wide.

Camden are consulting residents, cyclists and others on their plans to extend the Royal College Street cycle facilities to the north, across Camden Road and up to Kentish Town Road. If it is approved, we think this will be a great improvement as it will provide protected two-way cycling all the way. Later there are plans to extend it south to Kings Cross.
We hope you will respond to Camden in support as there may be objections from residents, especially as it results in some loss/relocation of parking.
Details of the proposals can be found on Camden’s website at:
https://consultations.wearecamden.org/culture-environment/royal-college-street-walking-and-cycling-improveme
For cyclists, the main proposals are as follows:
- Two way cycling all the way up and down Royal College Street with no need to use St Pancras Way or Camden Street.
- Protected northbound and southbound cycle lanes with no loading or parking within the cycle lanes.
- A separate green phase for N-S and S-N bound cyclists at Camden Road.
The difficult areas are the Camden Road crossing, which we think Camden have handled in an effective and innovative way, and the southbound split at College Gardens, where motor traffic has to bear left but cyclists go straight. This is not easy to handle without the danger of left hooks, but we think that the suggested solution, which involves road narrowing and a raised junction to slow motor vehicles, is the best option.
Please feed your comments to us via the threads on this issue, or by email to john@camdencyclists.org.uk
Our response needs to be in by 3rd October so we'll take comments on board until the 28th.

Previously, there was an Advanced Stop Line on Kew Gardens Road (B353) where it joins Kew Road (A307). The junction was recently resurfaced, which removed the ASL markings, and they have not been replaced. I have attached a Google Streetview photo showing the ASL that was previously present.
The ASL marking was very useful, as the junction can become gridlocked in rush hour, so that only cycles can take advantage of the green signal from Kew Gardens Road without blocking the junction. Cyclists therefore need the space to be able to safely wait at the front of the queue.
It would be great if the ASL markings could be restored as soon as possible. If they have been removed for a reason, then I would like to understand what the justification is.

closing date for comments is 19 October 2014.
Camden Cyclists we propose to send a response to this consultation on behalf of our members. This will focus only on the part within Camden (the section between Charterhouse Street and Euston Road - as detailed on the map attached). But note that the alignment of the route north of Greville Street is not agreed between Camden and TfL and is not formally considered a part of the consultation.
So it makes sense to have two discussion threads for the sections in Camden south and north of Greville Street.

The Astra Zeneca developers (I assume) have installed a chicane made from two plastic roadwork blocks, plus a little "Chicane Ahead" warning sign on the down slope of the guided busway path as it approaches Francis Crick Avenue.
I assume that the idea is to slow down cyclists, but I don't see why this is any more necessary than it was before their building site was created. I think it will make collisions between cyclists, or between cyclists and pedestrians, more likely.

You probably remember that we began a new 'Quick Wins' campaign in November 2013.
http://camdencyclists.org.uk/camden/campaigns/quick-wins
I asked members for their suggestions for (very) minor improvements throughout the borough that will make cyclists feel better catered for. These are examples of the type of changes that Camden felt could be implemented without consultation of local residents/businesses:
⁃ dropped kerbs
⁃ obstructive barriers (i.e. anti-motor cycle barriers)
⁃ stretches of poor road surface
⁃ Feeders into ASLs that are too short or non-mandatory
The response from members was very good and we were able to assemble a list of suggestions and submit it to Camden in November 2013. Camden responded by assigning an officer to work on the entire list and he has worked hard to progress them.
The web page linked above includes a table showing the list of 17 suggestions that were submitted to Camden, updated to show the five suggestions that we know for sure to have been completed (those table entries are in italic with completion date and a photo). There may be one or two other items in the list that have been completed - I haven't been to check all of them recently ;-) I would be very grateful to anyone who can give me up-to-date information on the status of the other items.
Several other minor changes that we have suggested, outside the 'Quick Wins' list have also been completed this year.
As far as I know Camden still intend to progress most of the remaining items. It is worth noting that some of these relatively minor changes received significant 'push-back' from locals, making the process slower and more expensive than it might have been.
We and Camden are still very positive about this campaign. Camden are now asking us for a set of 'Phase 2' suggestions. The criteria for this are likely to include the types of changes suggested in the first phase but also include some new ones.
We are still clarifying with Camden the new categories that can be classified as 'quick wins' (i.e. can be implemented without consultation). They may include:
⁃ widening cycle lanes or converting them to mandatory (i.e. replacing a dashed with a solid white line). In some cases this might be a first step towards installing lightweight segregation.
⁃ widening existing cycle lanes where there is limited traffic impact.
⁃ widening bus lanes to 4.5m to allow safer overtaking of buses by cycles and vice-versa.
⁃ adding cycle lanes that link up sections of bus lane.
⁃ trial lane closures to provide better space for cycling.
⁃ more 2-way cycling on side roads.
I would be grateful for your feedback, commenting on the categories of changes or preliminary suggestions for actual changes.
I plan to construct a new list for submission to Camden in October, but I would be grateful for concrete suggestions by mid-September.
It helps if you can provide a link to the relevant location on Google maps. A photo is even more helpful.

Between the A10 cycleway and the Hardwick Road cycleway is a complex of sluggish crossings, narrow tracks and dangerous junctions which currently (early 2014) take 7 minutes if you wait for all the crossings. Of course, the red bike lights are only advisory, but then riders and drivers are hindered by the poor visibility at many of the crossings, plus some drivers mistakenly believe that riders should dismount and walk across, to the point of harassing riders who ride across.
Unsurprisingly, some commuters riding through this junction have developed a number of innovative and, eh, "interesting" approaches to it. This shouldn't be necessary. This junction between the Highways Agency's A47 and Norfolk County Council's A10 and A149 should be cycle-proofed as a high priority, before the planned housing at West Winch and North Runcton.

The Parish Council have prepared the plan with the help of local residents, businesses and interest groups. A draft was prepared in February 2014 for consultation locally and with statutory bodies. When fully approved, it will take the place of many North Somerset Council planning policies which cover Long Ashton Parish. It will contain policies to:-
· protect areas of Local Green Space from development
· protect the open countryside between Long Ashton and Bristol
· protect and improve recreation and community facilities
· support the shops, services and businesses within the village
· reduce traffic speeds through the village and make it a more pedestrian friendly environment.
North Somerset Council http://www.n-somerset.gov.uk is currently preparing an Employment-Led Delivery at Weston-super-Mare Supplementary Planning Document(SPD). The SPD provides guidance on how the Council applies Core Strategy policy CS20 Supporting a Successful Economy.

For several weeks now, ever since part of the surface of the path was repaired, the cycle detector loops at the crossing of Maids Causeway from Midusummer Common to Fair Street have not been working. This means that cyclists using the crossing have stop and press the button unless the road is already completely clear. Does anyone know any more about this problem, and to whom should a complaint be addressed?

I work near the station and the area out the front of the new building has short term cycle spaces for the shops there. These spaces are specifically for the retail units (ratios of this is in the planning application I understand). so the racks have to be installed and wont be policed by the retail units (such as the ones by Microsoft which are for employees) yet they fill with commuters who should be using the cycle park.
I have been thinking that Cambridge CC needs to agree a system (bye law?) to create short term racks. The colour should be different and signage provided but for racks that need controlling like this it is essential to stop antisocial cyclists piling up bikes.
Of course its difficult to police, and a heavy handed approach should be avoided but I see a growing issue across the city where racks for specific short term purposes are created but then filled with long term cyclists who should accept if they are parked all day that the extra 2 minutes walk for them to a proper cycle park is reasonable to expect. Otherwise this puts people off cycling the short distances as they fear they wont get a rack or will spend a lot of time scrambling for a spot.
Cyclists could be stickered and if caught again then fined. Or clamped to the rack with a fee to unlock (yes I know that sounds like it defeats the object but it should work after a while).

The route through Verulamium Park towards the museum was built to substandard width. There is a considerable risk that this will cause conflict between walkers and cyclists.
Route widening is not due until the Green Ring is built in 2015.
STACC will campaign for widening of the route to begin as as soon as possible since we see no need to delay waiting for the Green Ring.
Resurfacing of the Alban Way begins in September 2013- this project draws upon Green Ring funding so why can't Green Ring funding be deployed now to widen the Ver Park route?

The Lovers Loan shared path through the Grange has at least 5 very tight barriers along its length, and missing dropped kerbs - especially at the crossing of Dick Place. Removing barriers or widening them would make it much more easy to use for bikes, buggies and wheelchairs. Even some double pushchairs don't fit!

A long, tortuous issue, where no progress has been made, despite large amounts of effort. Godalming High Street was recommended for adopting as a trial two-way working for cyclists in 2001, thanks to Alec McCalden's excellent presentation to the Planning Inspector at the time.
However, the trial was never carried out. Cyclists continue to use the street in both directions, as there are plenty of ways to get out of the way of oncoming cars.
The City of London has introduced dozens of contra-flow cycling schemes on narrow streets and lanes across the City. A third of all the cyclists are now using the contraflow. There has been 1 cycle crash three years post-introduction (there were 2 in the three years before). See here for more details: https://www.ucl.ac.uk/transport-institute/pdfs/Cheung_slides.pdf

Camcycle's time and energy is consistently taken up removing exclusionary barriers (e.g. Biomedical Campus, A14 active travel bridges, Warren Road). We need to consider long-term ways to prevent new barriers going in and remove existing ones which prevent people of all ages and abilities cycling.

Travelling along Fore Street from the East where it splits with Key Street there are several traffic calming patches and speed bumps that are difficult and dangerous to negotiate on a bike.
In particular the three sections of cobbles; as the street becomes one way just before Fore Street Pools, just before you cross Star Lane, and just after crossing Star Lane.
They are so ragged that as a cyclist you have to almost come to a stop, where as other road users can travel over them at ~20mph.
This makes them extremely dangerous as just after accelerating away from the traffic lights you then need to slow almost to a stop and weave your way through the cobbles while the traffic behind you is expecting to carry on and the street is too narrow for them to safely overtake.
The section of Fore Street between Star Lane and Eagle Street has better speed humps (still not great, but a dream compared with the above mentioned cobble sections!) with flat section at the sides so that bikes may pass them safely. However the flat sections are occasionally blocked by parked vehicles forcing cyclists over the speed humps.
The less said about the time it takes to negotiate these three sets of traffic lights the better!
Gallagher Estate, master planners of Orchard Park will soon hand over the highways for adoption by the County Council.
We won't be able to fix this car centric development, but within it there are many pavement cycleways, "cyclists dismount" signs, cul-de-sac signs and others which are wrong or don't apply. There are also issues with dropped kerbs etc.
I am looking for volunteers to audit Orchard Park, making a list of corrections we require before Gallaghers hands this project over.

TfL are undertaking major junction improvements at several gyratory systems. All of them include protected cycle lanes/tracks, except Wandsworth!
The local London Cycle Campaign group is not campaigning and virtually defunct. We desperately need to organise local cyclists and campaigners all over London and beyond to challenge this bizarre scheme.
Oval, Vauxhall, Elephant & Castle, Stockwell, Archway, Aldgate, etc, etc are all getting extensive safe space for cycling.
TfL for some reason (I suspect the blame lies with the borough) have instead decided to claim that the awful shared footpaths and streets with no cycling infrastructure at all that have been designated as 'cycle routes' form part of a 'cycle network'. They are even planning to have Cycle Superhighway 8 run along Wandsworth High Street with not even a painted cycle lane - cyclists will be mixed in with extremely heavy bus traffic.
It seems like no-one is talking about this other than me!! Seriously-argh!!!!
Suggestions, ideas, offers to help campaign all welcome.

The Jepson Road estate has great cycling infrastructure, but when you get to the west end of it, the path peters out and ends in a fence. Lots of cyclists then carry their bike over a fence and round the end of a culvert to Hartfield Close, but it would be better to just have a cycle gate in the fence straight on to Midland Terrace, which is likely to form part of NCN67 soon.

Cycle lanes in both directions needs urgent improvment. It's painted on but
- it is far too narrow, encouraging dangerous overtaking
- road surface in the gutter (=cycle lane) extremely bad, with deep&wide cracks, most covers have sunken etc.
- paint has faded
- parking (near the schools)
Many sections of Gilmerton Rd have hatching in the centre, wasting space; these sections would be wide enough for a segregated path (or wide lane protected by bollards/armadillos).
In the narrower sections, the existing bike lane should be removed completely because at the moment it increases the dangers (encouraging cyclists to be in the gutter between kerb and speeding cars).

I am bringing up the problem that cyclists and pedestrians have crossing East Road to get to ARU and the neighbouring residential area. It would be helpful have a discussion about how to create safe routes in this area and how to get them implemented.
When I am cycling, I find it dangerous and difficult to cross East Road from Petersfield or Bradmore Street and I resort to using the pedestrian crossings with my bike because it is.
This area that really needs addressing for improvements to safe cycling and I don’t understand why given the expansion of ARU this has not been addressed.
The junction of Mill Road/East Road is also pretty scary for cyclists and pedestrians. The crossing at the slip road at the corner of Petersfield is difficult for pedestrians because it has no traffic controls and cars come quickly round this corner making it dangerous for anyone who is not alert , who is not tall enough to see, or who can't move quickly. This includes the young, the old, someone in a wheelchair. I wouldn't fancy pushing a child in a buggy across either.
Basically, it seems to me that the Junction and East road are designed for motor vehicles and traffic flow not for pedestrians and cyclists. Can we try and address this?

For a long time I have wondered about a crowd-sourced cycleability map.
In this, people cycle along a link (accepting the first question of how to define the beginning and end of this) then give it a thumbs up or down. After enough people do this, then others can see how popular it is.
Some people wonder about subjectivity but I think this should be less of a problem with more voters.
The reason I am asking is because this method could apply to a potential commercial project for a Council which wants to drive around 100km of rural roads and use a panel of 4 experts to grade meaningful segments on a 1 to 7 scale according to their suitability for HGV movements.
Any views on whether this is already done within an app I am not aware of, or could be it done by anyone as an add-on to something else, or is it something CamCycle could offer as a commercial package (there may well be more than one local authority looking for this sort of thing)
