  • Quietway Consultation in Bromley

    Please forgive me if I've mucked this up, I am not very experienced at this.

    The London Borough of Bromley, working with Transport for London (TfL) is proposing to make a number of improvements to streets between Lower Sydenham and Bromley town centre to contribute to the development of a Quietway cycle route between Lower Sydenham and Bromley.

    Quietways
    Quietways are walking and cycling routes primarily on lightly trafficked back streets, through parks and alongside waterways providing quieter routes away from main roads designed to appeal, particularly, to new and inexperienced cyclists. They will provide safe and attractive links to shops, stations, schools, workplaces and destinations throughout London.
    This proposed route is from River Walk in the London Borough of Lewisham to Bromley town centre and will upgrade the section of the existing London Cycle Network route 27 between New Beckenham and Bromley town centre. The route will form part of a London wide network of Quietways and Superhighways being developed jointly by London Boroughs and TfL.

    Worsley Bridge Road
    The Quietway runs along Worsley Bridge Road which, due to the speed and volume of traffic, makes it an unattractive road to cycle on. We are therefore proposing to widen and convert the footway on the southern side of Worsley Bridge Road from the Junction of Copers Cope Road to the junction of South End Lane in Lewisham to a shared footway/cycleway.
    This will provide a high quality facility for cyclists and pedestrians, providing access to Lower Sydenham Station. By providing a shared path cyclists do not need to mix with general traffic thereby improving safety for all road users. The scheme will also introduce a zebra crossing between Meadowview Road and Montana Gardens as well as upgrading the existing refuge at the junction with Copers Cope Road.

    Southend Road
    As the Quietway is required to cross Southend Road, we are proposing to install a Parallel Zebra Crossing for pedestrians and cyclists crossing between Park Road and Foxgrove Road. This crossing will also be of benefit to existing pedestrians, especially for children crossing the road on their way to school.

    Ridley Road to Ravensbourne Road footpath
    In order to provide a safe continuous cycle route it is proposed to allow cycling along the short section of footpath between Ridley Road and Ravensbourne Road, which will be permitted via a Cycle Track Order. Access to the path will be provided via a new dropped kerb at the end of Ridley Road with a new tree or planter installed leading to the path. Vegetation will be cut back to provide additional width for both pedestrians and cyclists and special sinusoidal speed humps for cyclists will be installed at the Ravensbourne Road end of the path to reduce the potential for cyclists to speed entering the shared area.

    Ravensbourne Road
    In order to allow cyclists to access Bromley South Station using the Quietway, it is proposed to allow contra-flow cycling on Ravensbourne Road, which would be achieved by exempting cyclists from the one-way restriction on the street through a combination of signs and markings. Cycle contra-flows provide more direct routes for cyclists and can allow them to avoid travelling on busy roads and are quite common across the UK with several already in place across the Borough.

    Harrow Council is proposing to create 'Quietways' roughly following the route of the Metropolitan line, along residential roads and through parks. The routes will be signed with minor changes at some junctions (shared footway, tiger crossings), and improvements to some off road sections of route. There are no planned restrictions to motor traffic flow, nor any new segregated cycle paths along the road.

    I've roughly mapped out the proposed route. It essentially follows an existing part of the LCN with a few minor tweaks. Sadly no new modal filters appear to be proposed. Sinusoidal humps at the beginning of the route in Wandsworth I fear will do little to deter the speedsters.

  • Quietway7 Update – What’s Next?

    Introduction:
    Quietway7 links a cycle route from Elephant & Castle (E&C) with Crystal Palace, and was routed by TfL to be via Dulwich Village, West Norwood (Thurlow Park Road), Gipsy Hill and then Crystal Palace (via Farquhar Road).

    The route from E&C southbound is in Southwark (to Dulwich) then is in Lambeth (Turney Road, Rosendale Road/Thurlow Park Road, Hamilton Road, to Gipsy Hill), then goes back into Southwark (from Gipsy Hill to Crystal Palace). Southwark had their part of the quietway consultation approved.

    Lambeth delayed their decision to June 2017, and was then subsequently “called in” as there was widespread concerns from both the local community and cycling groups for parts of the route. Cycling groups unanimously objected to the proposed design along Gipsy Hill by: Southwark Cyclists, Lambeth Cyclists and Wheels for Wellbeing. 70% of respondents objected to the the design on Gipsy Hill. Gipsy Hill is a busy Local Distributor Road and bus route. Gipsy Hill has “insufficient road width” for a segregated track. The original proposed design meant motor vehicles “will encroach on the advisory cycle lane” to allow oncoming motor vehicles to pass.

    Gipsy Hill Options:
    There are alterative options to avoid Gipsy Hill. Southwark Cyclists have supported the design option to follow LCN23 downhill all the way along Dulwich Wood Avenue and then using the other side of Long Meadow (so not using Gipsy Hill), with a new track behind the bus stop.

    This design is quieter and safer than using Gipsy Hill, and avoids the proposed dangerous junction Gipsy Hill/ Dulwich Wood Avenue, near the rail station. This integrated design also allows greatest cycle access to local amenities, schools, shops, and parks in Dulwich, West Dulwich and West Norwood. There is interest and outline support from Southwark to explore this option.

    Next Steps:
    Lambeth are now actively progressing engagement and revised designs for their part of the route, with a new consultation process due in September. There is potential for an improved option at Gipsy Hill, but this is likely to need new additional funding from TfL.

    Suggested, to let local Gipsy Hill Ward Cllrs (Lambeth) and College Ward Cllrs (Southwark) and local cycling groups know your views.

    What are Quietway?
    London Cycling Design Standards, Chapter 1 (page 15):
    Quietways “..are aimed at new cyclists who want a safe, unthreatening experience.” The key principles for Quietways include:
    o Routes should be on the quietest available roads consistent with directness;
    o Routes should be as straight and direct as possible;
    o where they have to join busier roads, or pass through busy, complicated junctions, segregation must be provided;

    New QW in preconsultation phase - possible changes:

    * Raised table at jct/ of Friern and Goodrich Rd. ;
    * Sinusoidal humps completed all along Friern rd.;
    * 'Greening' of modal filters at Peckham Rye/ Friern & Upland/ Friern;
    * Potential for either a segregated bidirectional cycle lane from Etherow st. & across the junction of Barry rd. (helping cyclists to turn right down Woodwarde) or the signalisation of the junction of Etherow and Barry rd. (the former would require the relocation of the bus stand at the top of Barry rd.);
    * Tightening up of the jct. of Eynella and Woodewarde rd. (build out);
    * Build out of of western corner of Beauval rd./ Woodwarde rd. - potential for pocket park;
    * (Dependent on TFL modelling) removal of traffic islands on jct. of Lordship ln. and Barry rd./ Eyenella - de-cluttering of jct. - question of what turns are allowed and needed & the regulation of these.

  • TfL Proposals for Shoreditch High Street between Hackney Road and New Inn Yard

    Junction of Shoreditch High Street with Rivington Street and Calvert Avenue:

    The following measures would make it safer and more comfortable for cyclists to travel east-west through this staggered junction across Shoreditch High Street:

    We would introduce a right-turn ban for all traffic except cycles exiting Rivington Street into Shoreditch High Street. This would improve safety for cyclists waiting to turn into Rivington Street and pedestrians using the nearby pedestrian crossing. Our latest traffic counts show a maximum of 33 vehicles per hour making this right turn, and we are satisfied alternative routes exist
    We would remove a southbound general traffic lane on Shoreditch High Street to accommodate two new right-turn pockets and three new traffic islands. The traffic islands would protect road users waiting to turn right into either Rivington Street (cycles only) or Calvert Avenue (all traffic)
    We would reduce the size of the footway by a small amount on the northern corner of Shoreditch High Street and Calvert Avenue to accommodate the turning movements of larger vehicles once the new traffic islands are in place
    Junction of Shoreditch High Street and Hackney Road:

    We would enlarge the traffic island to the west of the southbound slip road, reducing the carriageway width and the number of southbound lanes from two to one. This would create more footway space for pedestrians and reduce the distance people have to cross. Making this section of road a single lane for motor traffic would also create space for an advisory southbound cycle lane and reduce the likelihood of conflict between cyclists and motor traffic
    Shoreditch High Street:

    We would install a new southbound bus lane (operational Monday to Saturday, 7am to 7pm) in place of a general traffic lane from south of Rivington Street to the pedestrian crossing opposite New Inn Yard. This bus lane would also be available to cycles, taxis, motorcycles and coaches. The loading bay outside the Ace Hotel, and the existing bus stand and bus stops on Shoreditch High Street would not be affected by the bus lane

    Richmond council says:

    The previous Mayor of London’s Vision for Cycling (2013), a 10-year plan to deliver cycling improvements across London with spending set to total £913m by 2022, announced that a cross-London network of high-quality guided cycle routes would be implemented. This was two-fold; high capacity Superhighways, mostly on main roads, for fast commuters, and slightly slower Quietways on low-traffic side streets, for those wanting a more relaxed journey, providing two clearly branded routes, together composing the ‘Central London Grid’.

    Unlike the previous London Cycle Network, Quietways will be direct, better-surfaced and clearly signposted. The Quietway network will also include new off-road greenway routes through parks and along waterways, to be used for recreation and by families. Richmond’s natural assets particularly align to this purpose. Quietways aim to change the nature of cycling. Therefore, the routes will be pleasant and interesting to cycle on, showcasing hidden corners of London. Borough police resources, local community safety budgets and TfL-funded Safer Transport Command officers, lighting, CCTV coverage and patrols will ensure people feel safe using Quietways at night. Thus, it is hoped that Quietways will attract new types of cyclists and beginner cyclists. Quietways are also designed to benefit pedestrians and other road users.

    The first Quietway route, from Waterloo to Greenwich, launched in June 2016 and seven Quietways are due to be completed by 2017. Richmond is proposing initially to introduce two new Quietways. TfL has agreed to fund Quietways 1 and 2 as part of ‘Phase 2’ of the Quietway programme. This consultation introduces Quietway 1, which will run between Ham and Teddington. The route comes from the neighboring borough of Wandsworth, beginning here at Richmond Park’s Ham Gate, and finishing by Bushy Park, crossing the river at Teddington Lock.

    Community consultation and engagement events took place in July of this year where the proposed route was introduced. Having taken on board the feedback from the initial engagement, this new consultation seeks to present the updated proposals for Quietway 1. We welcome views from Richmond’s residents, businesses, stakeholders and visitors on the proposals.

    This consultation is presented in conjunction with Richmond’s Cycling Strategy, currently also under consultation; the Quietways will help to realise Strategy Objective A. There will also be joint consultation events where there will be the opportunity to give feedback.

    Why We Are Consulting

    The Council is committed to making Hackney’s roads safer for everyone living, working and visiting the borough. Creating an environment that will encourage more walking and cycling is a key part of the Council’s transport vision and an essential part of Hackney’s Transport Strategy.

    In spring 2013 the Mayor of London published his Cycling Vision for London – a 10 year strategy with approximately £1bn of investment, to increase the levels of cycling in London. One of the primary objectives of the strategy is to create a “tube network for the bike” – a mixture of fast commuter cycle routes offering dedicated cycle facilities on key main routes, complemented by a number of “Quietways”, which together will form a network of direct, joined-up cycle routes throughout London.

    Within the borough, Quietway 2: Bloomsbury to Walthamstow starts at the boundary with Islington by Southgate Road and runs eastwards to London Fields via Middleton Road, and then north-eastwards to Lea Bridge Road and the boundary with Waltham Forest.

    One of the key objectives of the Quietway routes is to link destinations, following backstreet routes, through parks, along waterways or treelined streets. The Quietways aim to overcome barriers to cycling, targeting cyclists who want to use quieter, low-traffic routes and providing an environment for those who want to travel at a gentler pace.

    A number of key issues have been identified along the route and Transport for London (TfL) has provided the Council with funding to make improvements. These include improving or upgrading specific locations such as junctions and crossings in order to improve safety and visibility and reduce the potential for accidents.

    Hackney Council is now consulting residents and businesses on a proposal to provide a safer link for cyclists using the Quietway 2 route across Mare Street.

    In addition to meeting the objectives of the ‘Quietways’, encouraging the use of cleaner and greener transport options (particularly cycling and walking) and reducing non-essential private car journeys are key long-term objectives for the Council due to the wide range of benefits these transport options can bring, including:

    • Reducing road accidents

    • Improving personal mobility

    • Creating safer, cleaner, and quieter residential neighbourhoods

    • Creating a successful balance between pedestrians and other modes of transport,

    in order to improve the pedestrian and cyclist experience

    • Improving pedestrian and cyclist crossing facilities

    The proposals include:

    1 a. Closing London Lane at its junction with Mare Street to all traffic except cyclists and emergency vehicles. This will provide a safer junction for all users. The junction will be raised and narrowed to improve pedestrian accessibility and encourage cyclists to slow down when approaching Mare Street. Bollards will be installed to prevent vehicles from using the junction illegally.

    b. An alternative measure could be to install a raised junction as above with ‘No Entry’ for vehicles from Mare Street. Vehicles would be allowed to turn left from London Lane, but right turns would be banned to keep the central refuge clear for cyclists.

    2 The Quietway route between London Lane and the north side of St Thomas’s square

    crosses Mare Street. All traffic can enter St Thomas’s Square (north) from Mare Street.

    Motor vehicles will be banned from turning right when exiting the north side of St

    Thomas’s Square, but cycles will be allowed to turn right.

    3 The existing islands on Mare Street will be widened to provide a safer central refuge space for cyclists waiting to cross the carriageway.

    4 There will be a new island on Mare Street to protect cyclists turning right on to the northern arm of St Thomas’s Square. Extra protection is needed as other vehicles travelling north on Mare Street are also able to turn right (see point 2. above)

  • Quietway 19 - Cambridge Circus

    There has never been a satisfactory cycle route from Soho into Covent Garden. The right turn from Old Compton Street into Charing Cross Road is prohibited. Moor Street lands cyclists at an inconvenient part of the junction. Using Greek Street and Shaftesbury Avenue means a difficult right turn into Charing Cross Road.

    In April 2015 Westminster's contractors are consulting the public about improvements to Cambridge Circus. The consultation period ends on 8th May 2015. Subject to approvals, it is planned to start the works on site in August 2015 and to be completed by February 2016.

    The scheme takes into account the need for Quietway 19 to pass through the junction between Soho and Covent Garden.

There will be a Green Man crossing on each approach to the junction and one that will replace the zebra crossing.

    2 Introducing a raised table across the junction of Chatsworth Road and Millfields Road to reduce traffic speeds.

    3 Creating a new link and crossing for cyclists between Powerscroft Road and Millfields Park. This will be a new shared space with the route for cyclists clearly marked for the benefit of all users. New cycle stands will also be installed.

    4 Introducing new footway into the western arm of Millfields Road as part of the shared space. The existing barrier will be replaced with a lockable bollard and new trees.

    5 Extending double yellow lines on the south side of Millfields Road, up to the junction with Sewdley Street to facilitate safe bus and traffic movement.

    6 Removing two parking bays on Powerscroft Road at the junction with Chatsworth Road to improve cycle access and the bus alignment approaching the junction.

    Hammersmith & Fulham say:

    The first of our new quietway routes starts in the north of the borough at the boundary with Kensington and Chelsea in Mitre Way, it then enters the southern edge of Wormwood scrubs and heads towards East Acton tube station before finishing at the A40 westway cycle crossover. The full quietway route starts at St Mark's Road in Kensington and Chelsea and finishes at East Acton.
    The quietway will run along the southern edge of Wormwood scrubs including a new shared access track into the scrubs which will improve the access into the scrubs and create a short link to the existing track alongside the athletics stadium, and to Hammersmith Hospital.

    As part of the Quietway 2 proposals, Hackney Council are proposing to remove through traffic from Clapton Square through the use of two modal filters. They are also proposing a new cycle crossing of Lower Clapton Road, with a raised table and a parallel zebra crossing alongside it.

    The proposals look good at first glance, but any detailed comments would be helpful.
