    Overview
    We are working with the London Boroughs of Tower Hamlets and Newham and the London Legacy Development Corporation to enhance the transport links and public realm at Bromley-by-Bow and Marshgate Lane. The proposals would make it easier for people to cross both the A12 and Stratford High Street by providing new or upgraded pedestrian and cycle facilities, improving access for vehicles, enabling new bus routings, encouraging more walking and cycling, and connecting local communities and new developments in the surrounding area.

    What are we proposing?
    We would like your views on our initial ideas to change the road layout at Bromley-by-Bow and Marshgate Lane.

    Bromley-by-Bow
    Two signalised junctions on the A12, to the north of Bromley-by-Bow station, would provide access to proposed residential and commercial development to the east of the A12
    Vehicles travelling northbound on the A12 would be able to turn right to access these new developments directly, without having to make a u-turn at Bow roundabout
    A bus-only link across the A12 would connect Bromley-by-Bow and new developments to the east
    Signalised crossings, replacing the existing subway at Three Mill Lane, and improvements to the subway at Bromley-by-Bow station would make crossing the A12 easier and more accessible for pedestrians and cyclists
    The proposals would also give west Bromley-by-Bow better links to the open space around the River Lea, the Lea River Park & Leaway, and the Three Mills historic buildings and park
    A segregated cycle track on the east side of the A12 would help improve access to the local cycle network, including the Lea Valley Towpath and Cycle Superhighway 2

    Marshgate Lane
    A new link road, connecting Marshgate Lane with Sugarhouse Lane and creating a four-arm junction with A118 Stratford High Street, would allow buses, cyclists and pedestrians to cross the Bow Back River via a new bridge, improving access to Pudding Mill Lane station and the Queen Elizabeth Olympic Park

    Enabling future bus changes
    In addition to making the area more accessible for pedestrians and cyclists, the proposals for Bromley-by-Bow and Marshgate Lane would enable the creation of a new bus link. This would run from the west of the A12 at Bromley-by-Bow, through new developments either side of the River Lea, and north to the Queen Elizabeth Olympic Park. Any potential changes to bus routes in the area would be subject to a future and separate consultation.

    Traffic impacts
    Should we decide to take the proposals forward to the next stage of design, we would undertake traffic modelling to understand any potential effects of the changes, and summarises the results as part of a further stage of consultation on detailed proposals.

    Why are we proposing this?
    Bow and the wider area are changing. Local regeneration, growth in housing and the legacy development of the Queen Elizabeth Olympic Park are all expected to contribute to changing demands on the transport network. Our key aims for the area are:

    Making the A12 Blackwall Tunnel Northern Approach easier to cross. People prefer being able to cross streets at their convenience. Fast-moving or heavy traffic can make this difficult
    Supporting growth and local businesses by providing better access to new developments, encouraging more walking and cycling, and connecting communities
    Creating a more liveable place. People are more likely to use our streets when their journey is interesting and stimulating, with attractive views, buildings, planting, and where other people are using the street

    Bow Interchange
    In spring 2015 we consulted on improvements to make it easier for pedestrians to cross Bow Interchange safely and provide a new area of public space. Seven new signalised crossings, including two pedestrian/cycle crossings, were opened in June 2016, improving connectivity between Bow and Stratford.     We have looked at further options to redesign Bow Interchange and remove both the roundabout and flyover, giving pedestrians and cyclists more direct access to facilities. However, we have now deferred development of this scheme until we can identify the significant funding required to take the plans forward.

    The Vision for Bow and the Healthy Streets Approach
    The pedestrian improvements at Bow Interchange were delivered as part of the Vision for Bow: a place which all road users, passing through, find accessible, safe and connected. You can find more information on the Vision for Bow at tfl.gov.uk/roads/bow-vision

    Announced in February 2017, the Healthy Streets Approach incorporates the objectives and principles of the Vision for Bow. We will therefore deliver the proposals at Bromley-by-Bow and Marshgate Lane as part of this approach, which sets out a long-term plan for improving Londoners’ and visitors’ experiences of our streets, helping everyone to be more active and enjoy the health benefits of being on our streets.     Other developments in the Bow area
    The overview map above includes proposals for road layout changes in the Bow area that would be delivered by organisations other than Transport for London. We have included these to show how our proposals fit in to the wider regeneration of the Bow area. These changes are included in the Bromley-by-Bow and Pudding Mill Supplementary Planning Documents, which were consulted on by the London Legacy Development Corporation (LLDC) in winter 2016.     Brent council says:

    We are proposing to introduce a Local Road Safety and Public Realm scheme on Olive Road between Oman Avenue and St. Michael’s Road. Details of the scheme and the area affected are shown on the enclosed drawing.

    It is envisaged that the proposed scheme will help to mitigate any potential negative impacts of new developments in the area and reduce the number of traffic accidents and vehicle conflicts to create a safer environment for pedestrians and support national and local road casualty reduction targets.

Over the last three years there have been 25 personal injury accidents in this section of Church Lane with some involving pedestrians, pedal cyclists and powered two wheelers (motorcycles and mopeds).

    Westminster City Council has made the The City Of Westminster (Restriction Of Engine Idling) (No. 1) Experimental Order 2017 “which will come into force on an experimental basis on 4 February 2017" for a maximum of six months.

    “2. The Order will prohibit engine idling by waiting vehicles, with certain exceptions, to facilitate civil enforcement of the contravention (through the issue of penalty charge notices under the provisions of the Traffic Management Act 2004)
    3. The Order will apply to any area of carriageway in the City of Westminster designated as a parking place, loading bay, recharging point, taxi rank or terminal point, and to any length of street where waiting is restricted (shown by yellow lines).”

  • Bishop King's Road proposed traffic improvements

    We are seeking your views about how traffic is controlled in your area and to see if you would like measures put in to reduce the number of motorists using your roads as a ‘rat run’.

    Why are we proposing measures in your area?

    A number of residents have contacted us with concerns about rat running causing congestion throughout the day particularly on Bishop King’s Road. Results of traffic surveys undertaken in September 2016 have confirmed that rat running occurs in both directions and particularly eastbound.

    In response, we are consulting on three options which are:

    - Option 1 - ‘No right turn’ from North End Road into Bishop King’s Road.
    - Option 2 - A gated road closure on Bishop King’s Road. This will stop cars and lorries, but pedestrians and cyclists can still access the road.

  • Faircross Avenue - Experimental Width Restriction

    The Council’s Highways Advisory Committee considered the matter at its meeting of 4th
    October. Because of the legislation controlling the experimental process, the options open
    to the committee were to either recommend the scheme be made permanent or that it be
    removed.
    After considerable debate, the committee deferred the decision to allow staff to facilitate a
    meeting with the 6 ward councillors representing the affected area in order to discuss a
    way forward. This meeting was held on 9th November and it was agreed that Staff would
    write to residents within the consultation area for the scheme inviting their views on a
    scheme to provide further restrictions in the area.
    Ward councillors are mindful that there were many views expressed in relation to the
    current experiment, but there appears to be a general dissatisfaction with the volume of
    larger vehicles using the area which should be using the main road network.

    We are therefore proposing two options;

    Option 1 - Further works
    This would involve the following;
    • Making the existing width restriction permanent,
    • Introducing a further width restriction on Lawns Way, just north of the junction with
    The Drive to prevent use by larger vehicles.
    • Introducing an “absolute” weight limit on a short section of Gobions Avenue
    between Chase Cross Road and the service road. This would affect a “point” and
    with the exception of emergency and public service vehicles (buses, refuge
    collection etc), no vehicle over 7.5 tonnes would be permitted.
    The absolute weight limit would be slightly different to the current 7.5 tonne area weight
    limit. The current situation allows those delivering to the area access, with the prohibition
    being driving through. A point weight limit would require those needing enter the area in
    large vehicles to access and exit Gobions Avenue from Havering Road.
    Because Gobions Avenue is a bus route, we are not able to provide a physical restriction.
    A short absolute weight limit would be enforced by a camera, rather than the area limit
    which requires our enforcement team to gather evidence of contraventions by observing a
    driver passing through the entire area (which is staff-resource intensive).

    Option 2 – Return to the previous situation
    This would involve revoking the current experiment and the removal of the width restriction
    from Faircross Avenue. The Council would revert to the enforcement of the area-wide
    weight limit where resources permit.

    We are eager for residents to provide us with their views on the two options as presented
    above. In the event there is support for Option 1, further detailed work would be required in
    order to select an appropriate way forward (for which we would continue to provide
    updates). In the event there is support for Option 2, then we would simply report the matter
    to the Highways Advisory Committee for further consideration with this information.

  • Sutton Lane estate roundabout, Hounslow

    The council is consulting on a proposal for designating the grassed area in the middle of the
    Sutton Lane estate as a roundabout. This is the result of a resident petition presented to the
    Heston and Cranford Area Forum on 17 November 2016. At that meeting, councillors agreed
    that officers proceed to consultation. As shown in the map below, the roads that meet at this
    location are: Moulton Avenue; Charles Street; Kingswood Avenue, and Queenswood Avenue.

    The council does not have a firm position on the proposal at this stage. The recorded accident
    data available shows no recent collisions in this area. However, we have carried out site visits,
    and can understand why some local residents feel that motorists are confused by the current
    arrangement. We have been told by these residents that there have been several near misses.

    We believe the following information may help in considering your response to this consultation:
    - If the grassed area were designated as a roundabout, this would result in the loss of at
    least 11 parking spaces
    - Without physical changes to the geometry of the junction, there would remain a risk that
    drivers ignore the new roundabout status and travel in the wrong direction
    - The necessary signs and lines would cost in the region of £30,000. Given constrained
    resources, the scheme would not be eligible for funding under our mainstream program,
    but we are confident of securing an alternative funding source without significant delay
    - Any future dropped kerb / crossover applications from properties surrounding the
    grassed area would be unlikely to be approved

  • Worcesters Primary School proposed junction improvements

    Enfield council says: "Worcester's Primary School has recently completed building works so that it can accommodate 630 pupils, plus 30 nursery places and the continued use of the Children Centre. The volume of pedestrian and vehicle traffic has increased as a result of this expansion and recent surveys highlight the risk of conflicts at the junction of Goat Lane and Garnault Road. Based on our observations and as part of the Council's policy on promoting sustainable travel, the Council proposes a number of measures."

  • Monier Road H14 Olympic Park bridge

    This is a motor vehicle bridge planned to replace the current cycle/walking bridge from Fish Island to the Olympic Park.

    "Bridges H14 and H16 both span the River Lee Navigation and will connect Fish Island to the Sweetwater neighbourhood planned within PDZ4. Under the LCS permission, outline approval was granted for:
    - Bridge H14: A new all-modes bridge (including a vehicular route) connecting Sweetwater to Roach Road/Monier Road.
    - Bridge H16: A new pedestrian and cycle bridge connecting Sweetwater to Stour Road.

    The new all-modes H14 will replace the existing pedestrian and cycle bridge that currently crosses the River Lee Navigation at the same location.
    Condition LCS0.31 of the LCS outline planning permission specifies the information to be provided with RMAs for both Bridges H14 and H16. Table A1 in Appendix A to this Covering
    Letter details how the requirements of Condition LCS0.31 have been met. Appendix A also notes any other relevant LCS planning conditions (Table A2) that are addressed by the RMAs.
    The description of development for the purposes of the Bridge H14 RMA is as follows: “Application for the approval of reserved matters for Bridge H14 with associated works pursuant to condition LCS0.31 of outline planning permission 11/90621/OUTODA being details of layout, scale, appearance, means of access and landscape.”

    The Council’s Local Data Platform brings together a wealth of facts and
    figures about the area, including areas of deprivation and need, and groups
    of residents more likely to be less well-off. We also take into account what
    projects are already planned or underway, together with residents’ views
    on priorities. Using this information, we have identified four priorities for
    investment ideas:
    • Youth opportunities, activities and facilities
    • Support for jobs, training and skills
    • Building stronger communities across the neighbourhood
    • More inclusive places where people live

    This report will be used by the council to inform investment decisions
    over the next three years.

    "We are proposing to introduce a local road safety scheme on Harlesden Road between Hersant Close and Dairy Close. The above stretch of Harlesden Road has experienced disproportionately high number of traffic casualties over the last 3 years (2012-2015). A total of 8 accidents have occurred, involving 6 pedestrians, 1 cyclists and 1 motorist. The aim of the scheme is to reduce the number of injuries on Harlesden Road by providing improved pedestrian crossing facilities and the introduction of vertical and horizontal traffic calming measures to reduce vehicular speed."

    "We wrote to you on 21st October setting out a series of safety proposals for Romford town
    centre comprising of a 20mph zone for all streets within the Romford Ring Road (including
    some traffic calming measures) and some changes to road markings on various
    roundabouts on the Ring Road itself.
    We sent out over 2,500 letters to people in the area, but only received 8 responses with 4
    of these being from residents. This was reported to the Council’s Highways Advisory
    Committee on 6th December where the decision on the scheme was deferred in order for
    further discussions to take place with ward councillors.
    As a result of these discussions, it has been decided to provide a further period of
    consultation and any other comments received shall be reported to the Highways Advisory
    Committee on 7th February 2017.

  • The Drill Roundabout Havering

    "Thanks to a grant of £100,000 from Transport for London Havering Council is planning on making a series of improvements to a busy roundabout in Romford.

    Four new zebra crossings and footway widening are proposed for the roundabout near Gidea Park station at the junction of Brentwood Road and Slewins Lane. The zebra crossings would improve pedestrian access around the junction by the Drill public house.

    The Council is now consulting on the plans. Letters have been sent to all homes and businesses in a radius of 10 minutes walk of the junction in parts of the Squirrels Heath, Emerson Park, Romford Town and Hylands wards. Information is also available on the consultations page of the Council’s website, www.havering.gov.uk.

    Subject to the outcome of the consultation and a decision of the Highways Advisory Committee on 7 February works could take place from the end of February until the end of March.

    Cllr Osman Dervish, The Cabinet Member for Environment, said:

    “The “Drill” roundabout operates reasonably well for motorists but it performs poorly for people walking. The pedestrian traffic islands are old, provide little waiting space, and are difficult to maintain. There are areas where the footways are narrow and there is a substantial amount of street clutter that we are proposing to clear up.”

  • Prairie Street one way

    Wandsworth council says:
    We are consulting on a proposal to introduce a partial one-way on Prairie Street to prevent Heavy Goods Vehicles (HGV) entering the area from Queenstown Road.
    The proposals have been developed in response to complaints received by the Council that HGVs are using Prairie Street as means of access to the London Stone Business Estate. The proposals were put forward to the council’s Community Services Overview and Scrutiny Committee in July 2016. The Council’s Executive has approved the proposal subject to the outcome of a public consultation."

  • Coleman Street & Rood Lane - Experimental Contra-flow cycling

    The City of London Corporation has made a six-month experimental traffic order to introduce contra-flow cycling to Coleman Street and Rood Lane.

    The order came into place on October 10 2016 and signs and paint indicating contra flow cycling are now visible on Google street view.

    This sort of thing is great and more one way streets could definitely be opened up to allow contra-flow cycling.

    I do have reservations though about contra-flow cycling on roads where there are pinch points such as on Coleman Street where there is insufficient space for cyclists and cars to pass safely between the junctions with Great Swan Alley and Great Bell Alley due to the positioning of two parking bays there.

    On Rood Lane there is a raised pavement with kerb along the road at the Southern end which could be removed (as it has been at the North end of the lane). Given the small size of the lane if access only signs were added to prohibit use by for vehicles as a through route, this could minimise rat running between Fenchurch Street and Lower Thames Street and may perhaps further improve safety for cyclists and pedestrians.

  • Rivington Street and Charlotte Road Pedestrian, Cycle and Air Quality Improvemen

    Rivington Street between Great Eastern Street and Garden Walk It is proposed to relocate the existing parking bays to improve the westbound cycle contraflow along this one-way road, making it safer for cyclists travelling in the opposite direction towards oncoming traffic.

    The current cycle contraflow arrangement forces cyclists to ride very close to parked vehicles increasing the risk of collisions when someone opens the door on the path of a cyclist.

    The current arrangement also encourages travelling westbound cyclists to ride in the middle of the road risking a head on collision with a vehicle travelling eastbound.


    The Proposals include:

    Relocating the existing permit holders and motorcycle parking bays located on the southern side of Rivington Street, to the other side of the road. The overall number of permit holders and motorcycle parking spaces in this section of Rivington Street will

    not change.

    Relocating the parking bays to the northern side of Rivington Street will make this section safer for cyclists, making it more attractive and encouraging more people to cycle along this route and the wider Q13.

    2 Rivington Street – Charlotte Road junction

    This junction is a place where local workers, residents and visitors pass through, but at the moment it is a confusing place with insufficient identity that doesn’t cater to its Hackney wants to improve the public realm at the Rivington Street – Charlotte Road junction, bringing benefits for the local community and making walking and cycling at this location easier and more accessible.


    The Proposals include:

    Raising the junction and the approaches and using different materials to encourage drivers to slow down, making it safer for people walking and cycling at the junction.

    Introducing a shared space area at the junction with a kerb-free flat surface with no barriers, allowing pedestrians, cyclists and vehicles to occupy the same space, with more freedom of movement.

    Enhancing the public realm to improve the overall value of the junction, including high quality materials to improve aesthetics and recognise the architectural quality of adjoining buildings.

    Removing kerbs to allow easier movement around for wheelchair users, the elderly and those with pushchairs.

    Relocating the motorcycle parking bay on Charlotte Road (north) to the other side of the road to create deflection and reduce vehicle speeds on the southbound approach to the junction.

    Relocating the cycle parking on Charlotte Road (north) to Charlotte Road (south) toimprove access and minimising the use of traffic signs and road markings to reduce clutter.

  • Quietway 1: Ham - Teddington

    Richmond council says:

    The previous Mayor of London’s Vision for Cycling (2013), a 10-year plan to deliver cycling improvements across London with spending set to total £913m by 2022, announced that a cross-London network of high-quality guided cycle routes would be implemented. This was two-fold; high capacity Superhighways, mostly on main roads, for fast commuters, and slightly slower Quietways on low-traffic side streets, for those wanting a more relaxed journey, providing two clearly branded routes, together composing the ‘Central London Grid’.

    Unlike the previous London Cycle Network, Quietways will be direct, better-surfaced and clearly signposted. The Quietway network will also include new off-road greenway routes through parks and along waterways, to be used for recreation and by families. Richmond’s natural assets particularly align to this purpose. Quietways aim to change the nature of cycling. Therefore, the routes will be pleasant and interesting to cycle on, showcasing hidden corners of London. Borough police resources, local community safety budgets and TfL-funded Safer Transport Command officers, lighting, CCTV coverage and patrols will ensure people feel safe using Quietways at night. Thus, it is hoped that Quietways will attract new types of cyclists and beginner cyclists. Quietways are also designed to benefit pedestrians and other road users.

    The first Quietway route, from Waterloo to Greenwich, launched in June 2016 and seven Quietways are due to be completed by 2017. Richmond is proposing initially to introduce two new Quietways. TfL has agreed to fund Quietways 1 and 2 as part of ‘Phase 2’ of the Quietway programme. This consultation introduces Quietway 1, which will run between Ham and Teddington. The route comes from the neighboring borough of Wandsworth, beginning here at Richmond Park’s Ham Gate, and finishing by Bushy Park, crossing the river at Teddington Lock.

    Community consultation and engagement events took place in July of this year where the proposed route was introduced. Having taken on board the feedback from the initial engagement, this new consultation seeks to present the updated proposals for Quietway 1. We welcome views from Richmond’s residents, businesses, stakeholders and visitors on the proposals.

    This consultation is presented in conjunction with Richmond’s Cycling Strategy, currently also under consultation; the Quietways will help to realise Strategy Objective A. There will also be joint consultation events where there will be the opportunity to give feedback.

    Barnet council says:

    The Finchley Central Town Centre Project commenced in mid-2016 to generate a town centre plan for Finchley Central. This project aims to deliver a comprehensive strategy for the Town Centre to identify and enable future investment in the town centre.

    In order to develop this strategy, we have been involving residents, councillors and businesses in a number of community engagement exercises and consultations including but not limited to ‘Shaping Finchley’s Future’ in November 2016, ‘Hello, is it Finchley you are looking for’ a highsteet consultation base set up outside Tesco with local residents on the 17th and 21st September 2016 and a business survey conducted the Summer of 2016.

    At the Shaping Finchley’s Future event, a number of residents indicated that they would like to see this initial draft strategy in order to provide more in depth feedback. In response to this, we have made the draft strategy available here and are seeking feedback.

    The Town Centre Plan aims to:
    - establish civic centres and public spaces at the core of the high street.
    - support vital employment clusters as a key employment hub for the borough.
    - identify development growth opportunities within the Town Centre.
    - make the most of heritage assets by proposing high quality public realm improvements and reaffirming the historical identity of the area.
    - improve gateways through developments, focusing on the two station gateway points into Finchley Central.
    - ease pedestrian and cycle movement with long-term wider transport infrastructure improvements.
    - create an inclusive high street that serves both local residents and worker throughout the week whilst supporting the evenining and weekend economy.
    - establish a unique identity for the town centre which celebrates its unique charactre and asssets both historically and in present time.

    The strategy has been developed in the context of the council’s Entrepreneurial Barnet Strategy and the place-based commissioning approach, which focusses on joining up council services in order to provide a better overall experience for residents and businesses.

  • Effie Road – Options to introduce a traffic restriction gate

    Hammersmith & Fulham description:

    Residents have told us that the volume of through traffic in Barclay and Effie Road is causing disruption through the day and particularly during the morning and evening peak rush hours.

    In October, we carried out a one-week traffic survey which has given us a clearer picture of traffic volumes and westbound ‘rat running’ traffic.

    In response, we are proposing putting a traffic restriction gate in Effie Road on an experimental basis for up to 18 months to see if this helps stop cars cutting through from Harwood Road and Fulham Road.

  • Wick Lane Quietway route consultation

    Wick Lane Quietway cycle route from Greenway to Quietway 6

    Transport for London (TfL) is proposing to improve provision for cyclists along Wick Lane from Jodrell Road/Cadogan Terrace to the Greenway and has asked the council to help to deliver the scheme in this area as part of the Quietway cycle network.
