  • Planning application Morrisons Superstore & Camden Goods Yard Chalk Farm

    We are somewhat late in spotting this so the deadline for comments is close. This is the detailed Planning Application for the very large redevelopment project in Chalk Farm Goods Yard - AKA the Morrisons Supermarket site. The full details on Camden's website are available at the URL shown.

    We have already responded to the 'Framework Proposa'l demanding a through cycle route from Oval Road (Gilbey's Yard), to Chalk Farm Road.

    The list of documents for this detailed application is huge and we have only looked at a fraction of them but we did find this paragraph in document D0 Environmental Statement Non-Technical Summary (http://camdocs.camden.gov.uk/HPRMWebDrawer/Record/6695061/file/document?inline):
    "4.23 Cyclists would access the proposed development on the MS parcel using a segregated cycle path from Chalk Farm Road, following the same route a vehicles along Stephenson Street. As the centre of the proposed development would be pedestrian only, cyclists would be required to dismount before continuing on the proposed development. The cycle route would also provide connectivity through to Gilbeys Yard following Engine House Way and Winding Vaults Way."

  • Baynes Street Safe and Healthy Street Scheme

    Camden Council is consulting on changes to Baynes Street which will prevent motor traffic (except buses, emergency and refuse vehicles) from using Baynes Street as a cut-through between St Pancras Way and Royal College Street.  They will be able to use Georgiana Street instead.

    Baynes Street will be made two-way for all vehicles (including cycles) but no motor vehicles will be able to enter Baynes Street from Royal College Street. Motor vehicles can enter from St Pancras Way to access properties and some parking will be removed to facilitate turning round.

    On St Pancras Way - a proposal to widen the northbound cycle lane and to remove the turning pocket.

  • Consultation: Prince of Wales Road/ Kentish Town Road and Anglers Lane

    Camden is consulting on changes that originate from a desire to remove through motor traffic from Anglers Lane.

    This rat-running motor traffic comes from the west via Prince of Wales Road (PoW) and is headed north up Kentish Town Road (KTR). Camden says that this traffic should remain on Prince of Wales Road and use a newly instated left turn into Kentish Town Road.

  • Chalk Farm Road and Harmood Street Area - parking and filtering

    Camden Council is currently installing Pop-up cycle lanes on Chalk Farm Road .

    To facilitate this, they are proposing to make new parking changes to the existing Chalk Farm Road scheme affecting the following streets: Hawley Street, Hartland Road, Harmood Street, Ferdinand Street

    Camden proposes a filter (that allows cycles and emergency vehicles to pass through) on Harmood Street just south of the junction with Clarence Way.

  • Arlington Road Area LTN - Scheme Amendments

    Camden Council recently implemented an LTN in the area around Arlington Road. Following feedback on the scheme, they propose two major amendments

    1. No entry into Arlington Road from Inverness Street (i.e. southbound movements restricted to allow only emergency vehicles and bicycles).

    This filter will be enforced by

    • An Automatic Number Plate Recognition (ANPR) camera,
    • Flying Motor Cycle signs
    • Planters.

    Parking and loading will be forbidden within ten metres of this junction.

    2. New filter on Mornington Place at the junction with Clarkson Row/Mornington Terrace (instead of the filter at Mornington Crescent.

    This new filter will allow cycles to pass and will be enforced by

    • Removable bollards and planters
    • Flying Motor Cycle signs

    The junction of Mornington Place  with Mornington Crescent will revert to two-way operation

    Camden Council is consulting on its proposals to make it easier to cross over the three roads at this roundabout.

    • Remove the central islands on all three approaches to the roundabout.
    • Narrow the roads to create wider footways.
    • Provide zebra crossings on the Highgate West Hill and Swains Lane approaches. 

    One residents’ and three paid for parking spaces will be removed

  • Play Street consultations

    From time to time, we receive consultations on Play Streets and rather debating each one as it comes in, I think it could be helpful to have a policy as to whether CCC want to respond as a group and the position we should take.

    Play Streets are achieved by the occasional closures of a stretch of road to enable children to play (e.g. twice a month for a couple of hours).
    The road closures are usually operated by local residents using ‘road closed’ signs, advanced warning signs and barriers.

    Play Streets are not directly connected to cycling. But, as they may give people an idea that it would improve the area to have longer term road closures, I would like to support such schemes.

  • Kentish Town Healthy Streets Project

    Camden Council wants to improve the Kentish Town area, including improving air quality and making walking and cycling easier and safer.  The area included is shown on the attached map on which we have added blue lines to show the links in the Camden cycle network in this area. See map image with the Issue.

    Camden has already been engaging with stakeholders at meetings and with local people via the Commonplace engagement  map (see link).

  • Heath Street/East Heath Road/West Heath Road junction Proposed Improvements

    In the consultation Camden states that they propose measures to  improve the public realm and reduce bus journey times through the junction of Heath Street, East Heath Road and West Heath Road in Hampstead.

     

    We note that buses 268 and 603 run along Heath Street through this junction. 

     

    They list the following problems:

     

    - The staggered arrangement of East Heath Road and West Heath Road means that it is difficult to turn right or travel straight ahead when exiting West Heath Road

     

    -  pedestrians crossing the northern arm of the junction over Heath Street have to cross away from the their desire line

     

    -  southbound traffic on Heath Street is held while pedestrians cross East Heath Road

  • Lower Kilburn High Road

    Camden Council, Brent Council and Westminster Council  are consulting on the following joint proposals for the section of Kilburn High Road from West End Lane to Greville Place:

    • Extending bus lanes and standardising bus lane hours
    • Changing a zebra crossing to a signalised pedestrian crossing
    • Adding more trees
    • Widening the pavement
    • Providing more informal crossing points and a central island
    • Adding new cycle lanes and longer Advanced Stop Lines

    If the scheme goes ahead, it will be implemented under an ETO with a further consultation after 12 months from the start of the ETO period.

  • Public Realm & Road Safety Improvements on Cartwright Gardens

    Cartwright Gardens is the middle section of the road that runs south from Euston Road;  the top section being called Mabledon Place and the bottom section  Marchmont Street.

    It is well known to people who cycle (or used to do so before Midland Road opened) into Bloomsbury via the Somerstown route and cross Euston Road from Ossulston Street.

    For as long as I remember, there has been no footway on the side adjacent to the green space on the west side. And when you cycle up there, you often pass forlorn pedestrians keeping close to the fence.

  • Greening of Phoenix Road

    Phoenix Road plus Brill Place connects Eversholt Street with Midland Road and is in principle an excellent pedestrian and cycle link between Euston and Kings Cross/St Pancras stations. But it is not attractive, especially for pedestrians. Camden have money from HS2 to improve it and have come up with a set of ideas which are set out in two large and very thorough reports which are available here and here.

    Motor traffic and cycle flows on the corridor are relatively low (see pages 26 and 27 of the Stage 1 report). They show a maximum of 144 motor vehicles per hour in the morning peak (sum of both directions, west of Chalton Street) and 175 in the evening peak, with cycle flows of 24 and 27 (very low). The measurements were done in 2017; motor traffic is likely to be higher now that motors have diverted up Ossulston Street, though Google sends motors via Polygon Road rather than Phoenix Road. For comparison, cycle flows on Ossulston Street were 232 and 230 (a.m. and p.m. peak hour).

    So there are not many cyclists using the corridor.  This may increase once the Midland Road tracks are open but Eversholt Street is not an attractive route unless you are going to Euston station and anyone making that journey is probably already using Ossulston Street so cycle numbers probably will not increase much.

    6 options are proposed, ranging from a minimal treatment which would not affect the road layout (option 1A) to a complete closure (option 4). Option 4 is not supported by Camden so we’ll discount it.

    Option 1A retains the current road layout with some greening and reduction of carriageway width to 4.8m. 1B converts it to one-way, alternating westbound and eastbound and should therefore reduce rat-running. Option 2 has closures to motor traffic (modal filters) between Ossulston and Chalton Streets and between Chalton and Werrington Streets. Option 3 adds another road closure between Eversholt and Werrington Streets and 3B is the same but with added measures on neighbouring streets to reduce or prevent traffic displacement. Option 4 is a full closure but is not supported by Camden. In all cases, cycling is permitted in both directions throughout and access is retained for emergency vehicles.

    In the Stage 2 report they suggest how the actual street layouts might look. The main issues are whether the carriageway should be linear or ‘meandering’.

    From a cycling point of view any reduction in motor traffic is a good thing. We normally would have concerns about the interaction with pedestrians in shared space. However, as cycle counts are low perhaps this is not a major issue here and the improved streetscape might outweigh any concerns. If one of the options 2 or 3 were chosen we should probably ask that the design makes it clear that cyclists are allowed and that also the meandering design might be better as it would signal to cyclists that low speeds are appropriate.

  • Hatton Garden cycle permeability schemes: St Cross Street and Saffron Street

    St Cross Street

    St Cross street runs from Farringdon Road, across Saffron Hill to Hatton Garden. It is currently one-way westbound between Saffron Hill to Hatton Garden.

    The consultation proposes two-way cycling all the way through while reducing the short section between Saffron Hill and Farringdon Road to one-way eastbound for motor vehicles (with a cycle contraflow lane).

    Saffron Street

    Saffron Street connects Saffron Hill with Farringdon Road and currently the western end (as far as Onslow Street) is one-way eastbound.

    The consultation proposes two-way cycling all the way through while Saffron St is closed to motor traffic between Saffron Hill and Onslow Street in order to safely facilitate two-way cycling, and to create an improved environment for pedestrians.

  • 'Quick Wins' - minor cycling infrastructure improvements in Camden

    Camden officers have indicated that they would like to receive prioritised list of suggestions for (very) minor improvements throughout the borough that will make cyclists feel better catered for. Examples of changes that will be considered:
    - dropped kerbs
    - obstructive barriers (i.e. anti-motor cycle barriers)
    - stretches of poor road surface (such that you have slow down on a Brompton or weave around holes)
    - Feeders into ASLs that are too short or non-mandatory

    Changes that shouldn't be suggested for this initiative include:
    - anything that would require a local consultation
    - anything that involves changes to parking provision
    - individual pot-holes

    To compile a list, we want suggestions from members. The Council's deadline is Monday November 25th. So can we have members' suggestions by Wednesday November 20th please. That will allow time for us to compile a list and circulate it here for comment.

  • Consultation on Princeton Street Traffic Improvements

    Princeton Street runs between Bedford Row and Red Lion Square. It crosses over Red Lion Street which is on the useful north-south cycle route from Kings Cross down to Holborn.

    Princeton Street is one-way westbound for motor traffic between Red Lion Street and Red Lion Square. Cyclists are already allowed to cycle in both directions, entering Princeton Street from Red Lion Square via a ‘plug’ (a short section of cycle track) separated by an island so as to bypass the No Entry sign.

    This proposal is to close to motor vehicles a short section of Princeton Street on approach to its junction with Red Lion Square.

    This will be achieved by means of three bollards at the junction of Red Lion Square

  • Consultation on Proposed changes to footway, crossovers, zebra crossing and park

    Hawley Road (+ southern end of Castlehaven Road) runs one way eastbound and is on the north side of a small clockwise gyratory on Kentish Town Road, Hawley Crescent and Camden High Street. Hawley Road is just to the north of Regents’ Canal.

    The Camden Lock area has recently been redeveloped to provide a new school for Hawley Primary as well as housing. During this development the southern footway and adjacent parking places were closed.

    The scheme under consultation tidies up and widens the southern footway and permanently removes the former parking places.

  • Camley Street - Sustainable Drainage System (SuDS)

    We are seeking your views on the Council’s proposal to introduce a sustainable drainage system (SuDS) on the southern end of Camley Street between the rail bridge and the junction with Goods Way. SuDS help to reduce flood risk, improve water quality and take pressure off the sewer network. In addition to managing surface water runoff, SuDS can contribute towards building the place function of streets, increasing biodiversity and better water and air quality.
     
    We have been exploring options for incorporating SuDS on the public highway throughout the London Borough of Camden, and as part of this propose to establish this pilot project on Camley Street. If implemented, it is hoped this scheme will set a precedent for other interventions in the borough, and increase SuDS awareness and knowledge within Camden.
     
    The Council’s flood risk modelling indicates that Camley Street is an area of elevated flood risk, particularly the southern end near the junction with Goods Way. In response to this, the Council is proposing to introduce SuDS rain gardens on Camley Street. Rain gardens are planted areas that allow rainwater to be collected, stored and filtered into the groundwater system. The proposed rain gardens on Camley Street will include the following features:
     
    ·         a 2m wide linear bioretention raingarden along the western kerbline – a planted feature with freely infiltrating soils and storage layers beneath that will collect all the rainwater  from the carriageway and western footway.

    ·         the width of the carriageway will be reduced to 6m and the footway on the western side of the road reduced to a width of 2m, over a total gross length of approximately 180m. This is to allow for the 2m wide rain gardens. The road markings and formal parking provision (three disabled bays) on Camley Street will not change.

    ·         existing vehicle access points on the western side of the footway will be retained, and pedestrian crossing points will be designed in at appropriate intervals.

    ·         the SuDS system will be designed to deal with a 1 in 30 year flood event.
     
    It is our view that introducing SuDS on Camley Street will improve the streetscape and experience of Camley Street in the following ways:
    ·         reduced flood risk
    ·         reduced reliance on the sewer network
    ·         general visual enhancement
    ·         increased separation of vehicles and pedestrians
    ·         air quality improvements for pedestrians
    ·         biodiversity enhancement
    ·         additional planting and greater contact with nature
     
    The scheme is being funded through Thames Water, as part of the London Strategic SuDS Pilot Study, and funding from Section 106 contributions.

  • Consultation on Goldhurst Terrace Pedestrian Crossing Improvements

    This consultation refers to the double junction of Goldhurst Terrace with Greencroft Gardens and Broadhurst Gardens.

    This complex junction is composed of a collection of one-way motor traffic runs:

    - westbound traffic runs from Finchley Road along Goldhurst Terrace

    - some of which then turns right onto Broadhurst Gardens.

    - the remainder continues in a SSW direction on Goldhurst Terrace towards South Hampstead

    - Greencroft Gardens has one-way NE bound motor traffic up to the junction with Broadhurst Gardens.

    and contraflow cycling accessed via the (lower) junction of Goldhurst Terrace.

    The proposals are

    - to introduce raised tables at four informal pedestrian crossings

    - to widen footway at three of the crossings

    Camden says: "To be delivered as part of the Central London Cycle Grid, the key aspect of this scheme proposes a road closure that would restrict access for motor vehicles between Lansdowne Terrace and Brunswick Square at the junction with Bernard Street. This closure allows us to create a large pedestrian-only area, provide a new cycle track, simplify the road layout and rejuvenate the area around the square."

  • Camley Street - proposed pedestrian improvements

    Last July, a new bridge over Regent’s Canal opened to pedestrians and people on bikes. It links Camley Street beside the Nature Reserve with the Kings Cross development area e.g. Granary Square and University of the Arts.

    This very useful new link is bringing additional people into Camley Street and many of them will cross the road to access the bridge or the Nature Reserve using a desire line close to the end of the railway bridge. The alignment of the road (Camley Street) includes a sharp turn where it goes under the railway bridge.

    Camden proposes to install a raised table (at footway level) from the end of the railway bridge and past the entrances to the new footbridge and the Nature Reserve with a view to reducing vehicle speeds at the corner. The entrance to St Pancras Cruising Club is also included in the raised area.

  • Maygrove Road - Road Safety Measures

    Following concerns about drivers exceeding the 20 mph limit, Camden proposes as a short term measure to build a raised table at the junction of Maygrove Road and Ariel Road. (There is already a table at the junction with Fordwych Road and speed humps at regular intervals. )

    They go on to say that longer-term measures are being considered to better manage the traffic levels on Maygrove Road and they invite respondents to state their concerns and to make suggestions for these longer-term measures that will be consulted on in the future.

    Since Maygrove Road is on the proposed alignment of Quietway 3 and is anyway useful cycling link this is an opportunity to make a case for improvements and in particular filtering.

  • Holborn Vision and Urban Strategy Consultation

    Camden Council has prepared a draft Vision and Urban Strategy for Holborn and they are running a public consultation open to local residents, businesses, workers, community groups, and everyone else who has an interest in the area.  Their primary aim is to produce a Planning Strategy document to guide Camden's Planning Committee's decisions on construction projects in the area.

    We intend to submit a response by the Cycling Campaign because it clearly interacts with and should complement the Holborn Liveable Neighbourhood Scheme for which funding of around £12m has been announced by TFL and Camden.  The draft for the Vision and Urban Strategy references the Liveable Neighbourhood Scheme and outlines its main proposed actions including the proposed segregated cycle tracks on New Oxford Street and Theobolds Road, so there is no reason to fear a conflict. But the responses to this consultation may have some implications for the LN, so we should respond stating our priorities. 

    Both schemes propose the removal of the Holborn gyratory and the closure of its Procter Street arm creating a traffic free space there instead.

  • Beckford School – consultation on road safety improvements, Dornfell Street

    There are four entrances to Beckford School on the south side of Dornfell Street (for infants, nursery, main and juniors going from west to east). Dornfell Street is one-way westbound – there should be a cycle exception.

    Currently there is ‘School Keep Clear’ marking on the south side of the street outside the nursery and junior entrances while there are two disabled parking bays outside the main entrance. Most of the ‘School Keep Clear’ markings will be replaced by a wider footway.

    The consultation proposes the following measures:

    1. Widen the footway on the north side of the Dornfell Street opposite the nursery entrance (losing one parking space)

    2 Remove the ‘School Keep Clear’ markings and widen the footway outside the nursery entrance. But provide two new parking bays at the western end (i.e. the widened footway doesn’t cover all of the space occupied by the ‘School Keep Clear’ markings.

    3. Widen the footway on the south side of the Dornfell Street outside the junior entrance, leaving the two existing disabled parking bays outside the main entrance.

    4. Install secure cycle parking (Bikehangar - Cyclehoop or Asgard) at the east end of the street – north side.

  • Brecknock School – consultation on road safety improvements, Cliff Villas

    Cliff Villas is a residential road linking Cliff Road and Camden Park Road.

    The school’s main entrance and the nursery entrance are on the east side of Cliff Villas. The footway is already widened outside the and opposite the main entrance. But it is narrow between the main entrance and the nursery entrance.

    The consultation proposes the following measures:

    1. Make Cliff Villas one way from Camden Park Road to Cliff Road but allow cyclists to travel along it in both directions.

    2 Widen the footway between the main entrance and the nursery entrance to the school on Cliff Villas – resulting in the loss of 7 parking spaces.

    3. A parking occupancy survey was undertaken and the results showed that less than 70% of the parking capacity is being used. Therefore, only one parking space of the seven spaces lost in proposal 2 will be relocated. The double yellow lines located near the main entrance to the school will be converted into one permit holder parking space – gain of 1 parking space.

    4. Shorten the widened footway opposite the main entrance to the school to provide secure cycle parking. Install secure cycle parking (Bikehangar - Cyclehoop or Asgard).
