Sun Street cycling within permitted times (CAP 1.2)

Route ID 1.2 from the draft Epping Forest Cycling Action Plan.

* Allow cycling along Sun Street within permitted times during weekday mornings and evenings, provide signage to make this clear to users.
* Provide additional bicycle parking.
* Sign an alternative cycle route along Quaker Lane westbound for use at times when Sun Street is heavily used by pedestrians and shoppers (e.g. 10:00-16:00 and at weekends).
